- RFQ The Federal Bureau of Investigation (FBI) intends to negotiate a sole source award in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1). A sole-source, fixed-price procurement with Kongsberg Mesotech for the purchase of Two (2) Kongsberg Mesotech MS 1000 Sonar System. The FBI will use the Kongsberg Mesotech MS 1000 Sonar System to conduct underwater evidence searches conducted by the FBI underwater Search Evidence Response Team (USERT) this system will be used to ensure safety for divers in zero visibility conditions by enabling topside operators to guide divers around dangers and obstacles that could otherwise be detected by a diver. The Kongsberg Mesotech MS 1000 Sonar Systems a unique technology that is not produced by any other company. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Based on market research conducted only the Kongsberg Mesotech MS 1000 Sonar System manufactured by Kongsberg Mesotech met the mandatory technical requirements to take advantage of uniformity and standardization and efficiency and the investment in training of personnel to use existing instruments the new instrument must be compatible with existing instruments. Kongsberg Mesotech is the only instrument that meets the requirement listed above. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests in this requirement to this office by 9:00 AM (Eastern) July 29, 2010, via e-mail to the attention of: Montarious Usher, at Montarious.Usher@ic.fbi.gov. The North American Industrial Classification System Number (NAICS) is 339920 Scuba diving equipment manufacturing. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
