Description
The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Sensor Technology Engineering Inc., 5553 Hollister Ave #1, Santa Barbara, CA 93117 under the authority of Federal Acquisition Regulations (FAR) 13.106-1b, Only One Source Reasonable Available, to procure three (3) Linear Radiation Monitors (LRM). Required specifications: the LRM shall contain multiple cesium iodide gamma and Helium 3 neutron detectors in a linear array of no less than 80 feet in length, connected to a handheld operator control module. It shall have an operating temperature range of 5 to 122 degrees Fahrenheit and a storage range of -10 to 122 degrees Fahrenheit. Unit shall operate on commercially available, standard batteries: shall have audible vibrating and visual alarms and have a response time not to exceed 0.6 seconds. Unit shall be rugged, man portable and capable of rapidly screening sealed cargo containers in a stacked array. Based on extensive market research no other company currently produces a radiation detection system with linear search capability, sensitivity, and dual gamma/neutron detection. This Notice of Intent is not a request for competitive proposals. However, interested parties are advised that no solicitation document is available for this requirement and may identify their interest and capacity by submitting a capabilities statement by 10:00 am, EST, by Thursday, July 15, 2010. The capability statement must reference FBI/LD Number 10-Q-LDQ003415. The capability statement should be delivered to the FBI Laboratory, 2501 Investigation Parkway, Room 1252, Quantico, VA 22135, Attn: Christina R. Sims, Contract Specialist or by email to Christina.Sims@ic.fbi.gov. The Government will not pay for any information received. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
