- The contractor shall provide the U.S. Department of Housing and Urban Development (HUD) to create a new Physical Needs Assessments (PNA) Tool. The contract is to secure a contractor to develop and test a Physical Needs Assessment (PNA) implementation Tool. The PNA shall build upon existing public and private sector tools and adapt them to public housing for use by Public Housing Authorities (PHA) and to modify the GREEN PCA to develop a PNA Tool which can be used as an effective project based strategic planning tool by PHAs, and will enable HUD to aggregate the collected data on a national basis. This fixed price contract was awarded as an 8(a) sole-source as authorized by statute.
