Description
This is a combined synopsis/solicitation Request for Quote for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued for the solicitation number RFQ10077 a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-42, dated June 16, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a total small business set-aside. The associated North American Industry Classification System (NAICS) Code is 339113, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure a quantity of one (1) Advantage Plus Freeze Dryer XL that includes one production style, fluid-cooled 10' x 14' heated product shelf with shelf temperature range from -60 degree C to +60 degree C, four (4) product probes included and one PETG plastic product tray, shelf interdistance is 6.25', complete with 4 patented ¾'quickeal valves for attaching a variety of ampoules, vials and flasks; Stoppering Configuration a unit will use pneumatic top down stoppering platen that compresses the shelves from the top down, for stoppering vials under vacuum. 60psi air or gas required for operation; Leybold 2.5E vacuum pump - 60 LPM - 2 stage w/gas ballast & internal check valve to help prevent pump oil from being drawn back into the vacuum chamber in the event of a power failure or accident at shut down; Oil Mist Eliminator with adapter for D2.5E, D4A, D4B, D5E & D8B; Wizard Automated Control System that allows the input of different recipes via a numeric keypad, Wizard 2.0 feature include: graphic recipe profile, recipe center, alarm center, scrolled messaging, manual and automatic modes, and line printer interface, LCD displays continuous shelf temperature, condenser temperature and vacuum indication. Hardware includes: (2) Type 'T' Product-Temperature Thermocouple Probes, (1) Precision Thermocouple Vacuum Sensing Transducer. Recipe Center includes: (16) recipes each with (12) Thermal Treatment Steps, (16) Primary Drying Heat Input Steps/Vacuum level Control Steps (1) Secondary Drying Heat Input Step/Vacuum level Control Step. Alarm Center includes Cycle and Post-Cycle Alarm Messages. Message Center includes Status Prompt Message to simplify operation and programming; Start-Up and training by a Trained Associate will be supplied; Wizard Control System Software requires customer supplied PC (Pentium 120 MHz, 1 gig HD, 16 Meg, RAM, VGA monitor, color printer driver, Excel 7.0 and Windows XP); 1' Low profile removable bottom stainless steel tray for use with Advantage Freeze Dryer that allows vials to sit directly on the shelf for better heat transfer; and one year warranty/two year refrigeration warranty. The following factors shall be used to evaluate offers: 1) price, 2) capability to meet required technical specifications, 3) delivery, and 4) warranty. Place of delivery Bethesda, Maryland, 20892. Delivery shall be 4 to 5 weeks from date of award. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
