Description
DOCUMENT PREPARATION FOR THE BUREAU OF INDIAN AFFAIRS MIDWEST REGION MICHIGAN AGENCYCONTRACTING FOR ONE OR MORE FOREST MANAGEMENT PLANS AND NEPA SUPPLIES/SERVICES: 1. Line Items and Price A. The contractor shall furnish the necessary personnel, materials, labor superintendence, equipment, and transportation to prepare forest management plans and NEPA documentation on Bay Mills Community (Reservation Code 470), Grand Traverse Band (Reservation Code 468), Huron Potawatomi (Reservation Code 481), Lac Vieux Desert (Reservation Code 479), Little River Band of Ottawa (Reservation Code 482), Little Traverse Band of Odawa (Reservation Code 483), Pokagon Band of Potawatomi Indians of Michigan (Reservation Code 480), Saginaw Chippewa (Reservation Code 472), and Sault Ste. Marie (Reservation Code 469), in accordance with the provisions of the attached schedules. The contractor may bid on one, two, or three groups of three reservation plans of the forest management planning projects. The contractor will need to stipulate how they are bidding so the Contracting Officer can determine the contract award. Bid Packet A:(1) Preparation of Forest Management Plan, covering the forest resources of the Bay Mills Reservation, with appropriate National Environmental Policy Act (NEPA) documentation (Environmental Assessment with FONSI). (2) Preparation of Forest Management Plan, covering the forest resources of the Grand Traverse Reservation, with appropriate National Environmental Policy Act (NEPA) documentation (Environmental Assessment with FONSI). (3) Preparation of Forest Management Plan, covering the forest resources of the Huron Potawatomi Reservation, with appropriate National Environmental policy Act (NEPA) documentation (Environmental Assessment with FONSI). Bid Packet C:(7) Preparation of Forest Management Plan, covering the forest resources of the Pokagon Reservation, with appropriate National Environmental policy Act (NEPA) documentation (Environmental Assessment with FONSI). (8) Preparation of Forest Management Plan, covering the forest resources of the Saginaw Chippewa Reservation, with appropriate National Environmental policy Act (NEPA) documentation (Environmental Assessment with FONSI). Reservation Trust Acres 2,952, Forested Acres 333. (9) Preparation of Forest Management Plan, covering the forest resources of the Sault Ste. Marie Reservation, with appropriate National Environmental policy Act (NEPA) documentation (Environmental Assessment with FONSI). Reservation Trust Acres 1,796, Forested acres 500. As noted above, the contractor can bid on one, two, or three of the packets of three plans above projects. 2. Evaluation for Award A. The contract for complete Forest Management Plan(s) will be awarded to that offeror who submits the proposal which is most advantageous to the Government considering all terms, conditions, and prices. B. The Government may negotiate contract terms and conditions with each offeror whose proposal is within the competitive range. However, the Government reserves the right to award the contract without negotiation to the contractor who submits the most advantageous proposal. Competitive range shall be defined as the total amount of funding available for the project. C. The following criteria will be used to determine the most advantageous offer to the Government. The relative weights that will be given to each criterion for evaluating the proposals are: Criterion #1-30%; Criterion #2-30%; Criterion #3-20%; and Criterion #4-20%. Failure on the part of any offeror to satisfy any one of the criteria, or to furnish any information required in the attached schedules, may be justification for rejection of offer. The Government reserves the right to evaluate only those proposals that are within the competitive range. 30% (1) Qualifications and experience of the specific key personnel who will be assigned to the job. To satisfy experience requirements, key personnel should have performed forest management plan and NEPA documentation development on nine projects in the Lakes States comparable in size and complexity to the Bay Mills, Grand Traverse, Huron Potawatomi, Lac Vieux Desert, Little River, Little Traverse, Pokagon, Saginaw Chippewa, and Sault Ste. Marie projects. 30% (2) Total project cost. 20% (3) Demonstrated experience in the preparation and completion of documents such as forest management plans and NEPA documentation. 20% (4) Technical proposal from the standpoint of organization of work, methods and procedures for acomplishing the work, timetables, and general portrayal to evaluators that offeror's firm has a thorough understanding of the work and complexities involved in performing the project and inclusion of all information required in the attached schedules. 3. Technical Proposal Must Include A. Organization of the work. B. Timetable for performance of project. C. Methods and procedures that will be used to accomplish work in accordance with contract specifications. D. Resumes of all key personnel to be involved in the Bay Mills, Grand Traverse, Huron Potawatomi, Lac Vieux Desert, Little River, Little Traverse, Pokagon, Saginaw Chippewa, and Sault Ste. Marie projects. Resumes must include a detailed and specific account of the individuals work history along with dates of employment in each job, plus specific project information in accordance with Evaluation Criterion 2.C.1. For professionals, it also must furnish the name of the institution from which a degree was conferred, the type of degree, and the date. E. Names and specific assignments of professionals and key personnel who will be directly involved in the project work. Statement of WorkDETAILED SPECIFICATIONS: Refer to Attached BIA Category 4 Forest Management Guidelines, and Checklists 1. The contractor will analyze and compile BIA provided, the following is a brief list, attached are the templates highlighting more specific detail and format. A. Forest inventory data: Total volume, net volume and Annual Allowable Cut (AAC) B. Forest acreage C. Other resource information (climatic, habitat, range, soil, wildlife, watershed, etc.) D. Tribal Goals and Objectives This information will be used to prepare a draft comprehensive forest management plan document, in compliance with NEPA, and following the minimum content requirements shown on Exhibit A IAM 53 Chapter 2. The draft and final documents will be prepared using Microsoft Word 2003 program or newer MS Word software. The contractor will also provide the document(s) in electronic format on CD in PDF format converted from the original word document. All nine reservations (Bay Mills, Grand Traverse, Huron Potawatomi, Lac Vieux Desert, Little River, Little Traverse, Pokagon, Saginaw Chippewa, and Sault Ste. Marie) are considered Category 4 Reservations for planning purposes. In addition to working with Tribal staff, the contractor will maintain regular contact with Midwest Region Bureau of Indian Affairs staff, this is to include: 1. The Regional Forester2. The Forest Management Inventory and Planning (FMI&P) Forester3. The Michigan Agency Forester, Baraga Field Office4. Midwest Region Archeologist/NEPA Specialist5. Designated Contracting Officers Representative COTR 2. The contractor will ascertain the wants and wishes of the Tribe's and its members as to the management of their forest resources. Alternatives as considered in the NEPA phase of the project, and the preferred alternative used to prepare the forest management plan, should be based on discussions with adult members of the Tribe's and the Tribal Councils. Reservation wide meetings, held at the District level, can be used to determine tribal member issues, wants and needs. Agency staff can assist in facilitating these meetings along with access to the Tribal Council. 3. The schedule detailing provisions for partial payments under this contract are as follows: (a) Partial Payment #1, (30% of total award price) - To be paid when draft NEPA document is submitted in acceptable format and approved. (b) Partial Payment #2, (30% of total award price) - To be paid when draft Forest Management Plan is submitted in acceptable format and approved. (c) Final Payment #3 (40% of total award price) - To be paid when the Final Forest Management Plan is submitted in acceptable format and approved. Because the contractor is preparing more that one Forest Management Plan under this solicitation, each project will stand alone as far as partial payments are concerned. Each phase of the contract prior to payment must first be approved by the tribe and then approved by the Government contracting officer. 4. BIA Provided Materials The BIA will provide access to all reference materials, as available, that cover the natural resources, and primarily the forest resources, of the: Bay Mills, Grand Traverse, Huron Potawatomi, Lac Vieux Desert, Little River, Little Traverse, Pokagon, Saginaw Chippewa, and Sault Ste. Marie. Materials may be available at the Midwest Regional Office in Ft. Snelling MN, or Michigan Agency Offices in Sault Ste. Marie or the Baraga Field Office in Baraga Michigan. Resource information is also available within a GIS covering the Reservation lands. 5. Period of Work (1) Work by the contractor will commence upon receipt of the approved contract. (2) All work performed and all materials required to be delivered to the Contracting Officer under this contract will be submitted no later than 18 months after the contract is approved.
