Description
This is a sources sought notice for information/market research planning purposes only. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The 452nd Operational Contracting Office is seeking potential businesses having the capability to provide operations and maintenance services to the Base Radio System (BRS) infrastructure at March Air Reserve Base, California. Scope of Work. The contractor shall provide all necessary equipment, materials, tools, documentation, manuals, diagnostic/test equipment, vehicle and any other requirement necessary to perform the sustainment services to the BRS infrastructure to include: (1) technical support and maintenance services from technicians with high level of expertise to perform diagnosis, troubleshooting, and resolve any system malfunction and/or issue; (2) equipment repair services to the BRS infrastructure providing replacement parts or repair the defective items as determined by the Contractor, the defective/replacement items must be operational in accordance with Original Equipment Manufacturers (OEM) specifications; (3) Land Mobile Radio (LMR) system network monitoring services providing network security monitoring and identifying the system alarm, malfunction, corruption, interference, and other system malicious activities; and (4) BRS Preventative Maintenance Inspection (PMI) to perform operational test and alignment periodically of the base BRS system according to Federal Communications Commission (FCC) rules & regulations and OEM service manuals. The PMI shall include but not limited to: physically inspect the system (equipment cabinet, circuitry, cables, connections, etc.), measure/record/align/adjust system parameters, dust & foreign substances removal, filter cleaning, etc. Sustainment services include all actions taken to maintain the equipment and systems in a serviceable condition within a timeline that will be specified in the actual solicitation resulting to this sources sought notice. The Contractor shall be required to provide the Government with a detailed proposal including performance, responsibilities, terms, and conditions along with the contractor's Statement of Work (SOW) for each of the service categories stated in the scope of work. The Government shall be able to reach the contractor technical support personnel 100% of the time, 24 hours a day, and 365 days per year. Systems to be maintained. The contractor shall provide sustainment services to March ARB's BRS infrastructure to include systems such as: (1) Trunked LMR - Motorola ASTRO 25, 10-Channel Single-Site RF system, VHF digital narrowband, P25, trunked radio system with AES encryption that is compliant with the standards set forth by the National Telecommunications and Information Administration (NTIA) directives. The TLMR system includes Motorola core equipment hardware/software, controllers, repeaters, combiners, multicouplers, switches/servers, gateways, admin work stations, antennas, modems, and other third party associated equipment that support the TLMR system; (2) Siemens HIPATH Interface Equipment with the TLMR via Motorola Consulates; (3) Motorola CentricaCOM Gold elite system that includes core equipment, central electronics bank, and operator consoles; (4) NICE Logging Recorder System that consists of logging recording equipment, console site switch, workstation, and modems; and (5) Plant VESTA Equipment (Plant Equipment, Inc (PEI) system that integrates with the TLMR and Nortel Meridian 1-Option 11C composed of seven (7) VESTA workstations. THIS NOTICE IS NOT A REQUEST FOR QUOTE (RFQ), REQUEST FOR PROPOSAL (RFP), OR INVITATION FOR BID (IFB). Firms responding to this announcement should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business or large business. For consideration as a small business, the following applies: NAICS Code 334220 (Radio and Television Broadcasting and Wireless Communication Equipment Manufacturing), Size Standard 750 employees. Companies shall provide a capabilities statement no longer than 5 pages in length. The Government is anticipating to consider a resulting contract with a base year and four (4) option years. Prior to being considered for an award of any resulting contract from this synopsis, firms must be registered with updated information with the Government's Central Contractor Registration (CCR) that maybe accessed at www.ccr.gov. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this sources sought synopsis. Fax responses will not be accepted due to the poor and unreadable condition that faxed documents are normally received.
