Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Office of Enterprise Development (OED) - Enterprise Run Time Licenses for VistA Imaging Applications THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. This is a Sources Sought notice for Enterprise Run Time Licenses for developing VistA Imaging applications for use within the VA. The VA utilizes the Laurel Bridge DICOM Connectivity Framework (DCF) to develop VistA Imaging applications for Veterans Health Administration (VHA) facilities. Currently, the licensing scheme for a Laurel Bridge Run Time Licenses is for a single-user. These are permanent licenses tied to a single user by means of linking a license key to each affected VistA Imaging machine's Machine Address Control (MAC) address on the Network Interface Card (NIC). Given medical device reliability requirements, each VistA Imaging machine is procured with redundant NICs. Over time, NIC failures are returned for repair and replacement, making the logistics management of these licenses very labor intensive. The VA seeks an enterprise licensing scheme. The VA intends to procure a approximately 1000 Enterprise Run Time Licenses for developing VistA Imaging applications that will not be affected by the logistical problems described above; i.e., are not linked to a machine's MAC address on the NIC. The VA also requires support and maintenance for these licenses. The enterprise run time license must be equivalent to the Laurel Bridge DICOM Connectivity Framework (DCF) in capability and meet all of the technical requirements identified in Attachment 0001. It is requested that any interested party submit the information required below via email to the point of contact listed at this bottom of this announcement. Interested contractors shall provide the following: "Company Name; "Company Address; "Point of contact name; "Telephone number; "Email address; "Company's business size, including applicable North American Industry Classification System (NAICS) code(s); and "Brief capabilities statement not exceeding 2 pages. RESPONSES DUE: Please submit the above requested information and comments by July 16, 2010 2:00PM EST via email to Robert Kately at Robert.Kately@va.gov. This request for information, or "sources sought," shall not be construed as a Request for Proposal. Information is to be provided on a voluntary basis. No entitlement to payment of direct or indirect costs or charges including postage and shipping will arise as a result of the submission of contractors' information.
