- Directorate of Contracting at Fort Polk, Louisiana will issue a Request for Quote with intent to award a firm-fixed price contract for the leasing of generators during the hurricane season. The purpose of this procurement is to provide backup power generation to specific buildings on Fort Polk in the event of a prolonged power outage due to effects of a hurricane. Leases shall be for the periods indicated in the bid schedule with options to extend any or all for up to five (5) months total. Additional compensation for operation of each generator (runtime) shall be for a minimum two (2) week period of operation beyond the time normally allotted for exercising of the equipment. Additional charges based on an hourly rate will be applicable as bid for operation of generator(s) over two (2) weeks. Unless delivery and pickup are included with the lease price, leased equipment shall be stored at the vendors location until requested by the Contracting Officer. Equipment shall be delivered to the specified site within 24 hours of request by the Contracting Officer. Contractor shall be required to remove generators within seven (7) calendar days after the lease period expires. If a leased generator fails, it shall be replaced within 24 hours of notification by the Contracting Officer. Setup, teardown, operation, and preventive maintenance services will be performed by others under a separate contract. These services shall include leveling and shoring generators, establishing electrical connections, fueling, startup, operation, checks, and service of leased generators. Performance shall be in strict accordance with the specifications and current federal, state, and local laws, ordinances, and regulations. The NAICS Code for this requirement is 532490-Other Commercial and Industrial Machinery and Equipment Rental and Leasing. This RFQ has an approximate issue date of 12 July 2010 and approximate due date of 15 July 2010. Email is the preferred method of responding to this RFQ. The solicitation and any amendments will be posted and available for view and download at http://www.jrtc-polk.army.mil/doc in addition to the Army Single Face to Industry (ASFI) website: https://acquisition.army.mil/asfi/, as no paper copies of the solicitation will be issued. No telephonic or facsimile quotes will be accepted. Interested parties should review their Commercial and Government Entity Code (CAGE) and be registered in the Central Contractors Registration (CCR). The contractor must have the capability to submit payment requests using the following electronic form: Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA). Information regarding WAWF is available on the Internet at https://wawf.eb.mil. FAR Part 12 and 13 procedures will be used for this procurement.
