Description
THIS IS A NOTICE OF PROPOSED CONTRACT ACTION. THERE IS NO SOLICITATION PACKAGE AVAILABLE. This notice of proposed contract action is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice of proposed contract action does not commit the Government to contract for any supply or service whatsoever. The Government will not pay for any information received in response to this request for information nor will the Government compensate the respondent for any const incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a notice of proposed contract action, not a request for proposal. The Ogden Air Logistics Center (OO-ALC) 508th Aircraft Sustainment Wing, Training Systems Division, intends to exercise contract provisions to extend Contract FA8223-08-C-0002 based upon customer request. FA8223-08-C-0002 provides engineering and logistical support for the RSAF F-15C Mission Trainers. The period of performance is 1 January 2008 through 31 December 2010, the proposed extension will extend the period of performance through 30 June 2011. The contract provides on-site operator/maintainers and qualified instructors through in-Kingdom subcontractors at three sites, as well as software and hardware engineering support, depot level maintenance, attending program reviews in Riyadh, Saudi Arabia, and other meetings as necessary. A SECRET clearance is mandatory to support this effort. The RSAF F-15C Mission Trainers are a derivative of the USAF F-15C Distributive Mission Trainers developed by McDonnell Douglas Training Systems (MDTS), a wholly owned subsidiary of the Boeing Corporation. The United States Air Force (USAF) system was developed under a Commercial Training Systems Support contract; as such, the Government owns no data rights to the RSAF Mission Trainers. Interested parties must negotiate data rights with MDTS to support this effort prior to the period of performance. The Saudi Government requires the use of Saudi nationals/Saudi companies as part of a "Saudiazation" program. The prime contractor will be required to utilize Saudi owned subcontractors to perform all on-site work. The on-site support will include all maintenance and operation for the two Mission Trainers at each site. Qualified F-15C instructors are required; requirements are 500 hours minimum as an RSAF or USAF fighter pilot. Manning levels will be required to support 8 hour days (three training slots) at King Abdul Aziz Airbase, Dhahran, Saudi Arabia, King Khalid Air Base, Tabuk, Saudi Arabia, and King Fahad Air Base, Taif, Saudi Arabia. The prime contractor must obtain required Technology Assistance Agreements through the U.S. State Department prior to the period of performance. This is a notice of a proposed contract action, nor a request for proposal. Interested offerors must submit the following information within 15 days from the publication date of this notice: 1. A description of your company and its experience in supporting high fidelity training devices. 2. A description of your ability to operate within a Distributed Mission Network utilizing Distributed Interactive Simulation (DIS) protocols. 3. Evidence of your ability to obtain the necessary licensing and in-Kingdom subcontract agreements to support a start date of 1 January 2011. NAICS Code 336413 has been assigned, with a size standard of 1000 employees. Responders to this synopsis shall include their assigned DUNS Number and their Commercial and Government Entity (CAGE) Code.
