Description
ERDC Contracting Office intends to solicit sources and pricing under the authority of FAR 13.500 for data collection---DYNATEST CONSULTING, INC. 13953 US HWY 301 SOUTH, STARKE, FLORIDA 32091. This procurement is being conducted under Simplified Acquisition Procedures --- only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than Wednesday, 14 July 2010 - 11:00 A.M., CDST. Oral communications are not acceptable in response to this notice. Interested parties may submit quotes for consideration by the Government to jamaya.smith@usace.army.mil. Please use solicitation number referenced in the subject line. The Engineer Research and Development Center (ERDC) has been funded by the USACE Middle East District (TAM) to determine the structural adequacy of the existing airfield pavements to accommodate mission aircraft at Cairo West Air Base, Cairo, Egypt. The proposed schedule is August 12-24, 2010. The structural capacity of the pavements will be determined based on test results from nondestructive testing (NDT) utilizing a falling weight deflectometer (FWD) and the NDT evaluation procedures developed by the Airfields and Pavements Branch (APB) A Dynatest FWD, on loan from the Egyptian Air Force and operated by a Dynatest Contractor will be used to test the airfield pavements at Cairo West AB. However, the Egyptian Air Force (sponsor) requires that an operator from Dynatest Consulting, Inc. be used to conduct testing with their equipment due to previously encountered problems with their device. In 1989, the Dynatest system was selected by the Army, Air Force and Navy as the primary NDT device for testing airfield pavements. All APB evaluation software to complete analyses of the data collected using the FWD is only compatible with the Dynatest system. If APBs NDT equipment is required, the estimated cost for shipping one way is $24,000 from Vicksburg, MS to Cairo, Egypt. The shipping office estimated the return cost to be approximately $3,000 more based on past experience. The total estimated cost for shipping APB equipment to and from Cairo, Egypt is $51,000. The above shipping charges are for air freight. Shipping over water is cheaper but unacceptable because of time required for this mode of transportation.
