Description
The VA Pittsburgh Healthcare System (VAPHS), University Drive, Pittsburgh, PA 15240 has a requirement for Project #646-10-121 Design/Build to Renovate Primary Care. This is a Request for Proposal (RFP) which is a competitive (best value) procurement set-aside 100% for Service Disabled Veteran Owned Small Businesses (SDVOSB) for a design/build construction project. Work includes, but is not limited to, providing profession Design Build / Architect Engineer (DB/AE) services and Design Build Construction services (DB Team). The goal of this project is to increase the number of exam rooms, provide more efficient use of space to the administrative, clinical, and support functions and update all finishes at the VAPHS's University Drive Campus in Building 1, 1st Floor in Primary Care. The DB/AE will provide professional architectural/engineering and construction services to include architectural, structural, mechanical, plumbing, electrical and environmental. The DB/AE will renovate the designated spaces per the itemized requirements indicated in the solicitation including removal of all existing materials and surfaces as required to complete renovation. The DB/AE will develop construction specifications and drawings as well as supervise the renovation of the spaces. Preliminary Infection Control Risk Assessment (ICRA) for this work area is Class IV. Contractor must implement preventive measures as per VA issued ICRA permit. This project involves primarily nonrecurring maintenance. This includes, but is not limited to, the removing and/or relocating walls, installing ceilings, floors, lighting, electric, and custom millwork and casework. Supply HVAC distribution components; MEP equipment including connections to existing building utilities; emergency power; installing and certified testing of sprinkler systems and alarms. Construction will need to be addressed to allow hospital/clinical operations to continue during construction. The construction cost range is between $1,000,000 and $2,000,000. The applicable NAICS code is 236220 with the small business size standard of $33.5 million. The solicitation will be available on or about July 27, 2010 to interested parties through electronic data interchange at http://www.fedbizopps.gov for downloading free of charge. The offeror is responsible to download all amendments and other documents from this website without further notices from the VA Pittsburgh Healthcare System. It is highly recommended that you complete the solicitation mailing list on the website before downloading the solicitation. Questions must be submitted to the Contracting Officer by e-mail identifying the project number and title in the subject line to Cheryl.Weidner@va.gov no later than August 9, 2010 at 4:00 PM Eastern Time so they can be addressed at the Pre-Proposal Conference. A Pre-Proposal Conference is anticipated for on/about Friday, August 13, 2010 at 8:00 AM Eastern Time at VA Pittsburgh Healthcare System, Conference Room AE 108, University Drive, Pittsburgh, PA 15240. "NOTE: All offerors are strongly encouraged to attend the Pre-Proposal Conference. Final questions will be accepted after the Pre-bid Conference by the Contracting Officer by e-mail until close of business August 18, 2010, and responses will be provided to all bidders on the Bidder's Mailing List. Questions received later than August 13, 2010 may not be addressed in the interest of adhering to the scheduled proposal due date. The Deadline for Proposals will be on/about Friday, August 27, 2010 at 4:00 PM. All qualified responsive/responsible offerors may submit a proposal which shall be considered by the agency if received timely. Contract is subject to availability of funds. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov and be registered at http://www.vip.vetbiz.gov prior to award of a contract.
