- T-45 Repeatable Release Holdback Bar Critical Safety Items The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with GE Aviation Systems LLC Yakima WA for procurement of the eight (8) different critical safety items in the attached document in the specified quantities for the Repeatable Release Holdback Bar (RRHB) for the T-45 Program. GE Aviation Systems is the designer, developer and sole manufacturer of the T45 RRHB critical safety items. The Government does not own the technical data for the RRHB critical safety items to provide to potential suppliers to support competition of this effort. In addition, GE Aviation Systems is the only source approved by the Military Service Design Control Activity to provide, repair or overhaul the required items. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
