Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quote (RFQ) number SECHQ1-10-Q-0082 is assigned to this requirement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. The U.S. Securities and Exchange Commission (SEC) has recently concluded an acquisition for XBRL analytic services, and desires to obtain additional XBRL capability through commercially available subscription services. The North American Industry Classification System (NAICS) code is 519190 and the business size standard is $6.5 Million. The Small Business Competitiveness Demonstration Program is not applicable. A. Statement of Government Need Through this synopsis/solicitation, the SEC intends to enter into one or more commercial subscription agreements for vendor-hosted XBRL data and analytic services. The SEC anticipates entering into more than one subscription agreement under this solicitation, but reserves the right to enter into only one agreement or make no award. The service(s) will be used primarily by SEC staff who do not have a technology background, though they may be familiar with spreadsheet-style applications. At minimum, the data set accessed through the service must include all public XBRL filings submitted to the SEC via the EDGAR disclosure system since 30 June 2009. This data set must be available at the time Offeror responds to this solicitation. Going forward, the service must add XBRL data and exhibits subsequently filed with the SEC to the repository on a timely basis. The cost of maintaining a complete, up-to-date set of XBRL filings must be included in the pricing proposal. Offerors are encouraged to provide access to additional publicly available interactive data files (e.g. XML, XBRL) from the SEC such as the Forms 3/4/5 and the Mutual Funds Risk/Return Forms (starting in December 2010), and from other U.S. Government sources such as the FDIC. The Offeror’s service must be accessible via the Internet. It must have an intuitive and user-friendly interface for accessing and analyzing the service’s data via any computer connected to the Internet through a standard browser (e.g., Internet Explorer), an application plug-in, or both. The service should provide robust analysis and reporting features that will maximize the utility to the SEC of interactive SEC filing data. The Offeror must keep the associated technologies, data, and services up-to-date with relevant technology standards, and must keep the methodology (of searches and data requests), stored searches and analyses, and search and analysis history, secure and up-to-date.
