Description
PWS THIS IS A COMBINED SYNOPSIS / SOLICITATION FOR COMMERCIAL SERVICES IN TRANSPORTATION, SAMPLING, ANALYSIS, AND WEIGHING, SCREENING, DRYING AND REPACKAGING TUNGSTEN ORES AND CONCENTRATES. THE SOLICITATION IS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AND SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Defense National Stockpile Center (DNSC): This is a Commercial Service requirement: to remove all physical contaminants such as rust, burlap, and other debris to the maximum extent possible with no significant loss of material less than 1% by weight; and reduce moisture content to less than 0.50% by weight. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42, June 16, 2010. This notice advises potential contractors of a DNSC Solicitation under SP8000-10-R-00111 that constitute a Request for Proposal (RFP) to fulfill the above requirement; to further advise that proposals will be evaluated for “Best Overall Value” using price and other factors. The Government intends to evaluate proposals and make award without discussions. However, the Government reserves the right to hold discussions if it is later determined to be in the Government’s best interest to do so. The proposed acquisition is for Full and Open Competition. The associated NAICS code is 331492, and 541380. Proposals from all responsible businesses will be considered. However, only proposals fulfilling the requirement will be evaluated for award. All offers must be in the English language and in U.S. dollars. This award will result in a Firm-Fixed Price type contract to provide all necessary labor, equipment, materials and transportation for the performance of these services. The period of performance for the contract is for 180 days from the date of initial contract award. The Government shall have the option to modify the contract to increase the number of lots by as many as 1/3 of the original quantity if program requirements dictate.
