- Attachment 6: General Provisions Attachment 5: Special Provisions Attachment 4: Evaluation of Offers Attachment 3: Instructions to Offerors Attachment 2: Appendix B, Property List Attachment 2: Performance Work Statement (Appendix A) Attachment 1: Contract Format This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued for this requirement; quotations are being requested and no written solicitation will be issued. The solicitation number is FA8601-10-T-0243 issued as a Request for Quotations (RFQ). This request is to provide a food and beverage Concessionaire located at Wright-Patterson AFB (Dayton, OH), Area B, Building 189. Provided property is attached as Appendix B. This is a one-year requirement with three, one-year options (total contract duration is 4 years). The attachments include the Performance Work Statement, Instructions to Offerors, Evaluation of Offers, Concessionaire Contract Format (to be completed and returned), Special Provisions, and General Provisions. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42, 16 June 2010. Interested parties are required to submit their quotes along with proof that their products meet the specifications set forth in this combined synopsis/solicitation to Kathy Majors, ASC/PKOBB, 1940 Allbrook Drive, Wright-Patterson AFB OH 45433-5309 by 2:00 p.m. (EST) 30 July 2010. This is a non-appropriated fund purchase and it does not obligate the appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars. The Wright-Patt Club is prepared to upgrade the interior of the Flywright to include new equipment for the food prep area and the coffee-bar area. The new equipment will be purchased with the input from the awardee. LIST OF FAR CLAUSES - FULL TEXT: 52.217-5, Evaluation of Options (Jul 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). 52.217-9, Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 60 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed __4___ (months)(years). (End of Clause) Wage Determination (IAW FAR 22.1012-1) Service Contract Act, Wage Determination No. 2005-2419 (Rev. 10) applies effective 06/15/2010. Attachments to the announcement: 1.
