- Request for Quotation Package (SF-18) including provisions, SOW, and evaluation criteria. Vacancy Announcement for Supervisory International Broadcaster No DEU-10-110. The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Voice of America (VOA) has a requirement for an Executive Recruiter contractor to identify and screen candidates for a supervisory international broadcaster position within the BBG. This vacancy will be filled in accordance with all applicable US Government merit system requirements and equal opportunity laws. A copy of the job/vacancy announcement is available for downloading. The Contractor's proposal shall state its technical approach, past experience, and how it will interface with agency representatives in order to complete the requirement. Offerors are hereby notified that the basis for award will be best value with technical evaluation factors and past performance being more important than price. The Government anticipates a performance period of three (3) months. No telephone or e-mail requests for this Solicitation will be honored. All responsible sources may submit a proposal in response to the attached Solicitation document referenced herein, and all proposals shall be considered by the Agency.
