Description
The Health Resources and Services Administration intends to negotiate on a sole source basis with the National Association of Counties Research Foundation (NACoRF), 25 Massachusetts Avenue, NW, Suite 150, Washington, DC, to provide services to educate an increased number of rural community leaders with examining their local health systems and identifying economic drivers in their communities. The purpose is to raise the awareness of NACoRF about the Rural Health Works project by (1) conducting at least one webcast to market the Community Engagement Process (CEP) to NACoRF members, (2) educating rural county leaders and designated CL's to be trained in how to conduct a simplified version of CEP and (3) providing opportunities for technical assistance and peer-to-peer learning about Rural Health Works through NACoRF conferences and publications. NACoRF has developed strategies and working relationship on their own. The NACoRF has a working relationship and ongoing contact with county officials in the rural United States, and at this local level is where they can identify appropriate rural counties in which to demonstrate the effectiveness of the tools developed by the Center for Rural Health Works. NACoRF has well established partnerships, communication strategies and training opportunities for county officials in these rural counties. Because of this existing expertise, it has been determined that the NACoRF is the only organization to provide the required services without substantial duplication of costs. Another entity would have to build those partnerships and communication strategies and develop training opportunities which would be at a substantial duplication of costs to the Government, and not be recovered through competition. Negotiations with the NACoRF are expected to result in a Contract with a period of performance for one (1) year and four (4) option year periods. NACoRF is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253(c)(1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest or submit capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquires will only be accepted via email to sshaffner@hrsa.gov. If contract award result from this Justification for Other then Full and Open Competition (JOFOC) a copy of this JOFOC will posted at this site.
