Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) pagelocated at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) sitelocated at https://www.neco.navy.mil. While it is understood that FBO is the single pointof entry for posting of synopsis and solicitations to the Internet, NECO is the alternativein case FBO is unavailable. Please feel free to use either site to access information postedby the Naval Sea Systems Command.The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procurethe following services:Antenna Tower Refurbishment (Removal of all rust down to the bare steel as well aspainting with a Zinc base primer and a finish coat of cold galvanizing paint)1) Fifteen (15) Foot Vertical Tower mounted on a second floor rooftopapproximately thirty five (35) Feet above ground level.2) Fifteen (15) Foot Vertical Tower mounted on a second floor rooftop approximately thirty five (35) Feet above ground level. 3) Three (3) Foot Antenna Base mounted within a Five (5) Foot Knee Wall on thesecond floor rooftop approximately thirty five (35) Feet above ground level. Antenna Removal (Under the approval and guidance of the respective crane surveillance department, Antennas are to be rigged via a Boom Style Crane. Crane dates shall be coordinated a minimum of 2 weeks in advance.) 1) Eighteen (18) Foot vertical antenna, base mounted approximately Fifty (50) Feetabove ground level therefore the top of the antenna is approximately Sixty Eight(68) Feet above ground level.2) Eighteen (18) Foot vertical antenna, base mounted approximately Fifty (50) Feet above ground level therefore the top of the antenna is approximately Sixty Eight(68) Feet above ground level.3) Thirty Five (35) Foot vertical antenna, base mounted approximately Forty (40) Feet above ground level therefore the top ofthe antenna is approximately Seventy Five (75) Feet above ground level.4) Thirty Five (35) Foot vertical antenna, base mounted approximately Thirty Seven(37) Feet above ground level therefore the top of the antenna is approximately Seventy Two (72) Feet above ground level.5) Eighteen (18) Foot vertical antenna, base mounted approximately Fifty (50) Feet above ground level therefore the top ofthe antenna is approximately Sixty Eight(68) Feet above ground level. 6) Eighteen (18) Foot vertical antenna, base mounted approximately Eighty Five(84) Feet above ground level therefore the top ofthe antenna is approximatelyOne Hundred Two (102) Feet above ground level. 7) Thirty Five (35) Foot vertical antenna, base mounted approximately Fifty Two(52) Feet above ground level therefore the top ofthe antenna is approximatelyEighty Seven (87) Feet above ground level. Installation of Government Furnished Antennas (Under the approval and guidance of the respective crane surveillance department, Antennas are to be rigged via a Boom Style Crane. The project is divided into a two phased approach each phase requiring crane operation. The contractor is responsible to maintain the work sites(s) free oftrash and debris on a daily basis. All rooftop areas below the tower/cable refurbishment will be cleaned ofany debris when all work is completed. Contractor is responsible to properly disposing of any Hazards Materials that are a result ofperformance.Periodic progress inspections will be performed as well as a final acceptance inspection will be conducted with the on-site project office and/or facilities manager before final project acceptance.Simplified acquisition procedures will be used. This procurement shall be awarded all or none. The order shall be a firm fixed priced order. All items are to be FOB Destination, Dam ~eck VA. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATIONS AS ALL ITEMS ARE IDENTIFIED ON THIS NOITICE.All contract personnel performing the assigned work under this requirement shall possess, at minimum, a DOD Industrial Security Clearance ofat least SECRET.Site visit requests shall be submitted to michael.quann@navy.mil no later than 2:00PM (EST) on 12 July 2010. Active registration in Joint Personnel Adjudication Systems' (JPAS), Electronic Questionnaires for Investigations Processing (E-QIP) is preferred, however ifnot actively registered reference supplemental form OPNAV 5521/27 (Rev. 175). In the event the OPNAV 5521/27 supplemental form is issued; personally identifiable information (PI!) such as social security numbers can be provided over the phone to an authorized E-QIP registered user. Please note 'Contact for PI!' on the form and provide contact information. Site visit is tentatively scheduled for 16 July 2010.
