Attachment 3: Evaluation Factors Registration Services RFP Attachment 5: Registration Reduction Schedule Attachment 4: Instructions to Offerors Attachment 1: SOW Attachment 2: CLIN Structure This is a combined synopsis/solicitation for the Mine Safety and Health Administration for Registration Services at the National Mine Health and Safety Academy in Beaver WV. The Period of Performance for this requirement includes a base period and four, one-year options. This is the Request for Proposals. This requirement is set aside for Small Businesses. NAICS Code: 561210 Small Business Size $5 million The National Mine Health and Safety Academy (NMHSA) is one of the seven federal training academies. The purpose of the NMHSA is to design, develop, and conduct instructional programs that will assist in government, labor, and industry efforts to reduce injuries, illnesses, and fatalities in the mineral industries. The Academy has a full time staff of 65 Department of Labor (DOL) Mine Safety and Health Administration (MSHA) employees; and approximately 60 full-time contractor personnel. It has a fluctuating student count of up to 600 students in thirteen classrooms and ten laboratories. The NMHSA complex consists of nine buildings on 76 acres. Its principal facilities include a four-level Resident Hall with 174 units in single occupancy, dining facility for 300, a wellness center, swimming pool, and auditorium. The NMHSA is located adjacent to the Raleigh County (West Virginia) Memorial Airport and is one-half mile off of Interstate 64. The functions of the Registration Services located in the Resident Hall include registering students/guests on a daily basis, collecting and safeguarding fees, issuing room keys, issuing meal cards, preparing reports and providing administrative/clerical/computer support by using the Academy Student Information System (SIS) and other computer applications (Microsoft Outlook, Microsoft Word, Access, Excel) in the Registration office. Registration services also provide administrative/clerical and computer enrollment support for the Student Services Branch of the Facilities Support Services Department. The Contractor shall furnish management and direct labor personnel to operate the Resident Hall Registration Office as established as established in the Statement of Work. Contractors must be registered in the Central Contractor Register (CCR) prior to submitting a proposal. Contractors not registered in the CCR at the time proposals are received risk their proposals being rejected. To register in the CCR the website is: www.ccr.gov. Questions regarding this RFP shall be submitted electronically via e-mail to mengel.sarah@dol.gov and worrells.deborah@dol.gov on or before 7/14/2010 by 12:00PM (EST). Answers will be posted on FBO within a few days of receipt. Proposals must be received in hard copy on or before 7/29/2010, 12:00PM (EST) to be considered for award. After this time, a proposal will be considered late and may not be considered for award.
