Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with General Electric (GE) Aviation, for the acquisition to provide F/A-18 C/D, E/F Generator Converter Unit (GCU) Intermediate Level of Maintenance training to include an overview of testing and troubleshooting the C/D GCU and both the G2 and G3 configurations of the E/F GCU utilizing the Aircraft Engine Components Test Stand (AECTS) FA-18 Peculiar Support Equipment (PSE) Test Bench. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. General Electric (GE) Aviation is the only firm that possesses the detailed technical knowledge, engineering expertise, technical data, and holds proprietary data rights to all internal electrical modules and circuit card assemblies for all version of the F/A-18 GCU to conduct this training. The Government does not own current data drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
