Description
The San Bernardino National Forest intends to acquire services for the Little Whittle Stewardship contract. The purpose of this project is to reduce hazardous fuels by removing vegetation in fire damaged forest stands. Beside fuel removal it is desired to attain both horizontal and vertical separation of vegetation within the treatment units. The project will occur on the Mountaintop Ranger District, San Bernardino National Forest. The project area is Northwest of Big Bear Lake, North of the town of Fawnskin, adjacent to the west property line of the YMCA Camp Whittle. Reference Fawnskin 7.5 1996 quad map, Section 3 of Township 2 North, Range 1 west, and west of the San Bernardino Baseline Meridian. Currently, the estimated size of the project is 160 acres and removal tree diameters may be up to 16 inches. These estimates may increase/decrease on the final solicitation. Additionally, hazard trees will be removed on forest lands adjacent to property of a Los Angeles County YMCA Youth Camp. Restoration of temporary skid trails and un-authorized roads/trails that are used during project implementation will be rehabilitated before project completion. The hazardous fuels reduction treatments include, but are not limited to cutting, chipping, masticating, piling and removal of dead standing and down trees; thinning of live vegetation and the removal and disposal of existing slash and forest debris. Using the stewardship authority of the Integrated Resource Service contract (IRSC) will allow the San Bernardino National Forest to use one contract for fuel reduction, tree and product removal and offset service contract expenses by trading goods (forest product) for services. The contractor will be required to purchase the following which are current estimates: 150 cords of fuelwood, 250 tons of biomass, 50 CCF of saw logs, and 75 CCF of useable cull. There will be at least one pre-solicitation meeting to help understand the process of the IRSC Stewardship contract, this date is yet to be determined, but when confirmed will be added to this announcement. This project is, by requirement of the authorizing legislation, not set-aside. All entities large and small including non-profits may be considered for award. This solicitation will be available for electronic download on this FEDBIZOPPS site on or around June 23, 2010.
