- TACOM Contracting Center - Warren, will be issuing a sole source Letter Request for Proposal (RFP) for the effort solicited under W56HZV-10-R-0480. The objective of this effort is to modify contract W56HZV-09-C-0517 to expand the development of the NPS-1160 effort to include the research, development, maturation, and testing of high-capacity, large-format (130-Ah+), prismatic Lithium-Iron-Phosphate (LiFePO4) cells and ultra capacitors. The effort will also include four options to further test and mature the NPS-1160 and develop, test and mature 12-V, military 6T-size, battery ultra capacitor hybrid battery modules that will serve as an all-battery, non-primary power system (NPS) to provide silent watch and starting, lighting and ignition power in the Abrams Main Battle Tank and the Stryker. The anticipated period of performance is 8 months for the modification, 20 months for Options 1 &4, and 14 months for Options 2 &3. The Government intends to award a cost plus fixed fee, sole source modification to International Battery, Inc., Allentown, NJ, under the authority of FAR 6.302-1. Interested parties may request a copy of the Letter RFP from the buyer at jaclyn.flewelling@us.army.mil with the subject line: Request for Letter RFP W56HZV-10-R-0480. The Government will consider all proposals from interested parties that are received by the closing date for Receipt of Proposals. Interested parties will be required to submit their response via email to jaclyn.flewelling@us.army.mil. The subject line of the email submissions must read: Offer - W56HZV-10-R-0480 Closes 23 August 2010. Maximum size of email offers shall not exceed 3.5 megabytes. Compressed files must be self-extracting and have appropriate instructions to open. Hard copy responses will not be accepted. Please make sure this agency has been furnished with the following additional information: company name, CAGE code, DUNS number, and the email address where you would like the notice sent. The estimated release date of Letter RFP W56HZV-10-R-0480 is 22 July 2010 and the closing date for Receipt of Proposals is 23 August 2010.
