- Description
- The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis with the National Center for the Analysis of Healthcare Data (NCAHD), 2265 Kraft Drive, Blacksburg, VA 24060 to provide basic aggregated state licensure data from each state licensure board on 11 key healthcare professionals (pharmacists, advance practice registered nurses, physician assistants, optometrists, psychologists, certified nurse midwives, certified registered nurse anesthetists, podiatrists, physical therapists, audiologists and speech language pathologists). This licensure data which was compiled at NCAHD, at their expense, is in a format that is usable by HRSA. Any other organization attempting to duplicate the data set would be required to invest substantial resources which would not be expected to be recovered through competition. Negotiations with the NCAHD are expected to result in a contract with a period of performance for five (5) years, (one base year [12 months] and four [4]option years). NCAHD is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253(c)(1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest or submit capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquires will only be accepted via email to bdowney@hrsa.gov. All information must reference requisition number HRS40322-ebd and be received by 3:00 PM EST, August 23, 2010. No telephone requests will be honored. If contract award result from this Justification for Other then Full and Open Competition (JOFOC) a copy of this JOFOC will posted at this site.
