- The Michael E. DeBakey VA Medical Center (MEDVAMC) is seeking a qualified Architect/Engineering (A&E) Firm with specialty and/or experiences in Healthcare Design for Mental Health Care for the renovation of Building 108 located at 2002 Holcombe Blvd., Houston, Texas 77030. The A/E must have prior experience with at least three (3) similar size projects and requirements. This procurement is full and open competition and is restricted to firms located or operate an office within a 150 mile radius of the MEDVAMC. The NAICS Code is 541310 with a small business size standard of $4.5M in annual sales receipts. The A/E Selection Process will be done in accordance with FAR 36.602-1. All work shall comply with current VA Master Specifications and Standard Details. Work will be in accordance with the provided scope of work, and is to be done in a first class manner as approved by the Facility Manager. Following is the scope of work for this project: Scope of project: The A&E firm shall provide professional and technical services to develop architectural, MEP, construction bid documents, and provide construction period services. The project will provide Ambulatory Care Services for Mental Health Care by adding a second story floor to the current one-story building B108 (Gymnasium). The new addition will construct approximately 25,000 SF of new space and modifications of approximately 25,000 SF of existing space on the 1st floor. The work will include but not limited to composite steel frame structure, exterior pre-cast concrete panels, new space configuration to improve services and enhance space utilization, architectural remodeling, new finishes, electrical distribution, low voltage communications, HVAC including plumbing and fire protection systems. **This project also includes Phase II of an original design of a Parking Garage structure for 200 cars with design of future expansion up to 1200 cars. Award of a contract is contingent upon the availability of FY10 funds. The anticipated duration of the project is 365 calendar days. The estimated cost of construction is between $5,000,000 and $10,000,000. The completed SF-330 will be evaluated by a MEDVAMC Engineering evaluation board which will furnish the Contracting Officer an evaluation report. The selection criteria will include the following: (Listed in descending order of importance) 1.Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. 2.Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. 3.Professional capacity of the firm to accomplish the work within the required time. 4.Past record of performance on any projects at Healthcare Facilities with like requirements; and with any Department of Veterans Affairs Hospitals in terms of cost control, quality of work and compliance with performance schedules. 5.Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. 6.Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. 7.Inclusion of small business consultant(s) such as SDVOSB, VOSB, 8(a), Hubzone, and WOSB. After the evaluation of submissions in accordance with the evaluation criteria, a 'short list' of three or more of the most highly qualified firms may be chosen for interviews to present their approach to the design in order to arrive at selection of the firm in which to enter into negotiations. It will be the Contracting Officers discretion to hold face to face interviews or not. This is not a request for proposal. The Government will not pay for nor reimburse any costs associated with responding to this advertisement. The Government is under no obligation to award a contract as a result of this advertisement.
