- The work to be performed under this contract shall consist of furnishing all labor, materials, equipment, supplies, transportation, and supervision necessary to replace in their entirety two (2) flat built up roof sections of the two story sections of Building B048, USDA ARS Southwestern Cotton Ginning Research Laboratory, Mesilla Park NM. Each flat roof is approximately 17' by 120'. The west roof has five (5) rooftop air handling units, two with roof penetrations. There is also a penetration for a suction pipe. All work shall be performed in accordance with the terms, conditions and statement of work/specifications contained in the solicitation documents. Solicitation number AG-7MN1-S-10-AA21 and will be issued as an Request for Quotes (RFQ), using procedures from FAR 13 - Simplified Acquisition Procedures and incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-43. This acquisition will be procured as unrestricted full and open competition under the Small Business Competitiveness Demonstration Program. The contract performance period is 90 days from the Notice to Proceed. A pre-bid site visit will be scheduled and information provided in the solicitation package. It is highly recommended and strongly encouraged that all prospective bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a bid. This will be the only opportunity to visit the job site prior to submission of bid. Bids will be due by 4:30 PM Central time on August 11, 2010. A firm-fixed price contract will be awarded. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov. All interested responsible sources may submit a written quotation which shall be considered by the agency. The North American Industry Classification System (NAICS) Code is 238160 and the small business size standard is $14million. Magnitude of proposed construction is between $25,000 and $100,000. The complete solicitation package and related documents will be posted on the FedBizOpps Website: http://www.fbo.gov on or about 07/12/2010. All interested parties are responsible for monitoring this website to ensure they have the most current information (i.e. Amendments) for the solicitation. No paper solicitation will be available.
