Description
ERDC Contracting Office intends to solicit sources and pricing under the authority of FAR 13.500 for for Warm Mix Asphalt (WMA) and Recycled Asphalt Pavement (RAP) Binder Testing Services. Sole Source vendor is BURNS ENGINEERING, 551 SUNNYBROOK ROAD, RIDGELAND, MS. This procurement is being conducted under Simplified Acquisition Procedures --- only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than Monday, 7 July 2010 - 11:00 A.M., CDST. Oral communications are not acceptable in response to this notice. Interested parties may submit quotes for consideration by the Government to ellaine.r.james@usace.army.mil. Technical POC -- mariely.mejias-santiago@usace.army.mil. Please use solicitation number referenced in the subject line. This laboratory work is necessary to further critical research. The Engineer Research and Development Center (ERDC) is working for the Air force Civil Engineer Support Agency (AFCESA), located at Tyndall Air Force Base, Florida, on an evaluation of WMA technologies for airfield pavements. The main role of the ERDC in this project is to evaluate WMA technologies through laboratory testing and site visits to develop guide specifications for their use in airfield pavements. WMA is emerging as the future asphalt paving material because of its multiple benefits, including reduced greenhouse gas emissions and reduced energy consumption. To better understand the effects of warm mix technologies on the mixture, it is important to evaluate the final binder properties. To do this, the binder needs to be extracted from the mix and after recovered it is tested to characterize the viscous and elastic behavior at medium to high temperatures through the Dynamic Shear Rheometer (DSR) test (AASHTO 315, ASTM D7175) to determine the high temperature value of the PG grade. Then, it is tested using a Bending Beam Rheometer (BBR) to determine its ability to resist low temperature cracking, which is used to determine the binder's low temperature PG grade value (AASHTO T 313, ASTM D6648). The ERDC does not have functional DSR or BBR laboratory equipment. The results of these two tests will give the PG grade of the final binder, which is a product of the combination of virgin asphalt binder, RAP material, and WMA additives. This work is critical in the characterization of WMA mixtures since it will determine what the final product of mixing virgin asphalt binder, RAP, and WMA technologies at lower temperature is. Testing service requirements are enclosed. Twelve WMA mixes have been selected for the evaluation. The testing of these mixes and reporting of the results is required to be completed by 20 July 2010.
