Description
RECOVERY: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Materials and Construction Research Division, intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with Nikon Metrology, Inc., for the purchase of a large-scale, real-time, laser pseudolite-based tracking system, including two (2) option line items for maintenance service. Sole Source determination is based on the following: The NIST Construction Metrology and Automation Group of the Materials and Construction Research Division of NIST’s Building and Fire Research Laboratory (BFRL) requires a large-scale, real-time, laser pseudolite-based tracking system providing sub-centimeter position uncertainty of multiple receivers simultaneously to support experiments in the Intelligent and Automated Construction Job Site (IACJS) testbed. The IACJS testbed will enable standardized, repeatable testing and evaluation of new construction methods, processes, and information and automation technologies. It will employ modular packages of sensing, communication, control, and simulation equipment. For example, the testbed environment will include the ability to measure the position and orientation of construction personnel, equipment, and components with relatively tight tolerances and to integrate that information with outside applications or virtual simulations. Capturing such performance information is a critical step in the process of developing the enabling measurement science for Advancing Infrastructure Delivery. The ability to track the position and orientation of multiple objects (or receivers), within a large volume (40 m x 40 m x 7 m), to within a sub-millimeter position uncertainty (250 um), at an update rate of greater than 30 Hz, and to be able to digitize objects within the same work volume using both contact and non-contact optical techniques to the same (or better) level of uncertainty as above is only available using Nikon Metrology’s iSpace large volume metrology system and related accessories. Nikon Metrology does not license any other vendor to utilize their proprietary technology. Therefore, Nikon Metrology is uniquely qualified to provide the required Laser Pseudolite-based Tracking System. Nikon Metrology, Inc, is the sole manufacturer and U.S. distributor of the Laser Pseudolite-based Tracking System that is required to satisfy the Government’s minimum requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334513, and the size standard is 500 employees. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 22, 2010, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
