- VA North Texas Health Care System, 4500 S. Lancaster Road, Dallas, TX 75216, Contracting Department Office intends to award a sole source purchase order to Unified Services of Texas, Inc. (UST) 2110 Greenbriar Drive, Southlake, TX 76092 The contractor will provide all engineering/environmental technical services and equipment/supplies to complete a comprehensive UST/AST inspection and program assessment at the US Department of Veterans Affairs VISN 17 Healthcare Systems/Medical Centers. The contractor will develop and use standard facility specific inspection checklists and program audit protocol(s) to address all applicable federal, state, and local environmental regulations, and VA/VHA requirements. The contractor will review policies and records, interview staff and physically inspect each facility UST/AST system for compliance. The inspection will include at a minimum, all ASTs and USTs, as required by the Energy Policy Act of 2005, 40 CFR 280 under RCRA, and other regulatory programs including air programs and environmental response as they apply to UST/AST programs. It is the contractor ™s responsibility to determine all applicable regulations for a comprehensive inspection. The contractor will provide training to complete Level A, B and C operator required training, as described in Part 3, Section 3.7. The contractor will use hard copies of prior inspections of the Army Corps of Engineer-CERL Compliance and Processes Tracking (CP-Track) software, US TEAM Guide, and Texas State Supplement for site inspections and report preparation. This purchase will be done under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is 9 July 2010. This notice is not a request for offers. Responses from vendors capable of providing the above equipment must submit to the Contracting Officer listed in the announcement by 10:00 am, July 9, 2010. Responses must indicate business size (large, small, sdvosb, vosb, woman-owned, etc.) A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government.
