Description
This announcement is not a Request for Proposal (RFP) and does not commit the Government to award any contracts now or in the future. No solicitation is available at this time. The purpose of this pre solicitation notice is to advertise that the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), is contracting to replace the main and lobby elevators in Building 1 of the NIST Boulder Campus in Boulder, Colorado. The Government intends to solicit this acquisition for unrestricted (full and open) competition. The requirement is assigned a NAICS code of 236220 with a small business size standard of $33.5M. Although this procurement is not set aside for small business, small firms (including woman-owned, minority-owned, HUBZone, Veteran-Owned, and Service Disabled Veteran-Owned) are strongly encouraged to participate in the construction and renovation of Federal facilities. In accordance with 15 USC 631, large businesses will be required to provide these small firms the maximum practical opportunities to participate in the performance of this contract. Each large business will be required to submit an acceptable subcontracting plan that meets, and preferably exceeds, the minimum acceptable subcontracting target goals established by the Small Business Administration (SBA). An acceptable subcontracting plan must be reviewed and approved by the SBA prior to award of contract. Small businesses are not subject to this requirement. However, ALL firms seeking consideration for this contract will need to demonstrate a proactive effort to achieve the highest possible subcontracting goals for local (Denver/Boulder) business concern participation. It is important to note that in accordance with Federal Acquisition Regulation (FAR) 52.236-1, Performance of Work by the Contractor, the prime contractor is required to perform at least 50% of the labor with their own employees for general construction. For further information on the requirements for general construction and/or special trade construction, please visit the following web sites: http://data.bls.gov/cgi-bin/print.pl/oes/2001/oesi2_17.htm http://www.census.gov/epcd/naics/NDEF235.HTM The objective of this acquisition is to remove the existing main elevator and lobby elevators located in Building #1 and replace the elevators with new elevators, control panels, and machine equipment. The primary reason in replacing the main elevator is to provide a modernized elevator that will serve as a passenger/freight elevator as well as floor to floor transportation for scientific equipment and materials. The elevator will showcase state-of-the-art VIP control technology to transport scientific equipment "unmanned" floor to floor which will provide immediate safety to the building's community and visitors as critically sensitive equipment will not need to be accompanied by personnel. The lobby elevator will also provide an essential need for citizens requiring ADA access from the main lobby level to the main elevator level which allows access to the remaining floors. The lobby elevator will be code compliant in dimension and requirement to house wheelchairs, walkers, and strollers. The replacement elevators will be "Green" sensitive as the side wall support shaft piers will not penetrate the earth's surface, instead supports will rest on concrete plates above ground which eliminate contact with the surface of the environment. The solicitation will be released on or about July 9, 2010, with a proposal due date approximately thirty (30) days thereafter, and an award anticipated for August, 2010. The estimated price range of this project is $1,000,000.00 to $5,000,000.00. A pre-proposal conference has been scheduled for Wednesday, July 20, 2010 from 10:00am - 12:00pm at the Auditorium of the NIST Boulder Campus, located at 325 Broadway in Boulder, Colorado. Information regarding the conference will be contained in the solicitation posting. Completion time for this project is approximately 90 calendars days (the final duration will be detailed in the solicitation) after the written Notice to Proceed. Source selection will be made using lowest price technically acceptable source selection process (FAR 15.101-2). The government will not pay for any information solicited. Offers that do not meet all the technical requirements or price reasonableness will not be considered. All offerors who do not meet the minimum requirements will be notified as soon as they have been determined not to be in consideration any longer. Any late proposal received is subject to FAR 52.214-7 Late submissions, Modifications, and withdrawals of Bids (NOV 1999).
