Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch, plans to procure on a sole source basis the services of the International Agency for Research on Cancer (IARC), 150 Cours Albert-Thomas, 69008 Lyon France to conduct a study of the determinants of survival in renal cancer patients from Moscow. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. To conduct a study of the determinants of renal cancer survival among cases enrolled in Moscow, the largest participating center in the Central and Eastern European Renal Cancer Case-Control Study. The contractor shall collect information on survival status from vital statistics records, including the date and cause of death, and date of last follow-up, and treatment information from medical and cancer registry records from the hospitals in which cases were initially treated and/or continue to be evaluated post-diagnosis and treatment. Moscow enrolled 317 eligible cases. Additional information to abstract includes surgical and medical treatment procedures for the primary disease, recurrence and progression of primary disease, and incidence of secondary cancers. In 2000, investigators at the IARC launched a case-control study of lung cancer in six centers in Central and Eastern European countries (i.e., Bucharest, Romania, Brno, Olomouc, and Prague, Czech Republic; Lodz, Poland; and Moscow, Russia) to evaluate risks in relation to occupational exposures and lifestyle factors. Field work for the Central and Eastern European Renal Cell Case-Control study was completed in 2002. Since 2002, analyses have been conducted on risk factors (occupational and environmental exposures, pathology, genetic susceptibility markers) for kidney cancer. The proposed contract shall take advantage of collaborations and infrastructure currently in place for completion of this study in Moscow cases. IARC is the only known source capable of coordinating the completion effort in Moscow patients that they initially recruited as part of the Central and Eastern European Renal Cancer (CEERCC) Case-Control Study. IARC is the only known source able to conduct this study with collaborations in place with all of the participating centers. IARC collaborated with each of the study centers to identify the cases in a case-control study, and hence IARC has exclusive access to cases at each study center to examine their survival that cannot be provided by any other research groups. There are no other known sources that meet this criteria, no other known sources are able to conduct this type of study with familiarity of the main study, that could also oversee all collaborations. IARC is the only known source with the capability to collect this information in various languages, across this region of the world. Because of the infrastructure already in place, and through our experience in the Occupational and Environmental Epidemiology Branch in conducting survival studies in the US and other parts of the world, IARC is uniquely qualified to perform this work. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on July 8, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
