- PLEASE NOTE: Delete statement in Section M stating "Offerors' determined to be within the competitive range may be required to provide oral presentations onsite at ALC to be considered further." Q3: ****** who is a SB intends to prime these two efforts with us, ******(SDVOSB/SDB), and ******* (large business) as subcontractors. Can we split this effort in 33 percent shares (equally) or any combination as long as Small Business collectively maintains 51 percent or greater of the effort, or does *******, as the SM Prime, have to maintain 51 percent of the effort? A3: FAR 52.219-14 applies to this solicitation. Regarding FAR 52.219-14 Limitations on Subcontracting, this solicitation will result in a service contract; therefore, paragraph (b)(1) applies. Paragraph (b)(1) states that "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern."
