- The U.S. Citizenship and Immigration Services intends to award a contract to the American Association of Motor Vehicles Administrators (AAMVA) on a sole source basis to expand its Verification of Lawful Status (VLS) program which provides State motor vehicle agencies (DMV) with an alternative point of access to the USCIS Systematic Alien Verification for Entitlement (SAVE) system. This requirement includes the following: (1) end-to-end testing, a testing reporting process, and a certification requirement; (2) enhance the existing system to include multi-step verification; (3) develop a separate capability to query and verify passport data; (4) reporting requirements and a service level agreement for Operations and Maintenance (O&M) activities to support additional states as they implement VLS and the Passport Verification System (PVS) and move into an operational status; (5) enhance VLS with Immigration photos to provide similar photo tool capability to DMVs that is currently available in E-Verify; (6) VLS web and Internet Services which will provide jurisdictions, including the territories, additional methods to access SAVE and other verifications systems available through AAMVA including the Social Security On Line Verification System (SSOLV). The messaging software used for VLS, as well as for the other AAMVA interfaces with the state DMVs, is the Unified Network Interface (UNI) product. UNI is a proprietary product and is solely owned by AAMVA. The existing VLS system was built by AAMVA and developed with the UNI. This requirement involves a variety of enhancements to the existing VLS systems developed by AAMVA. The UNI product provides messaging functionality between the user's host (in this case a DMV mainframe or the DHS Enterprise Service Bus (ESB)) and fills an "interface" role between a site's application systems (e.g., DMV driver licensing system) and the telecommunications network (AAMVAnet). Interested Parties shall identify their capability to meet this requirement by submitting a capability statement by the due date stated within the sources sought notice. The Government is not requesting a proposal and this RFI in no way obligates the Government to place and order.
