- 2011 May Benefits Training combined synopsis/solicitation in PDF This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM18-10-T-0010 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-41 dated May 13, 2010. The North American Industrial Classification System (NAICS) code is 721110, and the small business size standard is $7.0 million. This procurement is unrestricted, allowing both large and small business to submit quotations. Retirement and Benefits (R&B) provides Federal employees, retirees and their families with benefits programs and services that offer choice, value and quality to help maintain the government's position as a competitive employer. Retirement & Benefits consists of two programs, Retirement Operations and Insurance Operations, as well as three offices that report directly to the Associate Director: Quality Assurance, Benefits Officer Training and Development, and Resource Management. In support of this mission, RB's Benefits Officers Training and Development Group (BOTDG) has a need for a single facility in downtown Phoenix, AZ, San Diego, CA, San Francisco, CA, Denver, CO, New Orleans, LA, Boston, MA, Minneapolis/St. Paul MN, Memphis, TN, Salt Lake City, UT, or Seattle, WA to host a five-day Benefits training which will provide a series of workshops on Retirement, Insurance, Social Security, and Thrift Savings Plan Administration. The contractor shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract. OPM intends to award one Firm-Fixed Price contract to the offeror that represents the best value to the government. The period of performance shall be from date of award through June 11, 2011. The preferred dates of training will be May 2-6, 2011. However, if for some reason the dates are not available for the facility, the contractor will make every effort to secure either May 16-20, 2011 or June 6-10, 2011. Note that the benefits training event must be held prior to June 11, 2011. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 4:00 PM Eastern Standard Time (EST), July 9, 2010. Quotations submitted in response to this notice s hall include the solicitation number in the subject line and be signed, dated and submitted via email to John.Dismond@opm.gov. Only e-mailed requests for additional information will be accepted at john.dismond@opm.gov through 4:00 PM, EST, July 1, 2010. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered.
