Description
RFP Performance Based Management System (PBMS) Team Support The Internal Revenue Service (IRS) intends to issue a Fixed-Price/Labor-Hour (LH) contract, set aside for small, service-disabled, veteran-owned businesses in accordance with FAR 19.1405 and 52.219-27. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request For Proposal (RFP) number is TIRNO-10-R-00021 The IRS IT Program Evaluation Office Earned Value Management (PEO EVM) organization is enhancing the Performance-Based Management System (PBMS), a suite of industry standard performance measurement tools and processes that use Earned Value Management (EVM) integrated with other best practice project management tools to provide a better view of in-flight project performance and to facilitate proactive project management and reporting. The PBMS will be built in stages; it has been implemented on standalone, non-networked desktop computers and will eventually migrate to a networked environment. CADE 2 performance data will be the initial input for the beta implementation in both standalone and networked environments. The goal for the PBMS beta is to facilitate consistent, authoritative analysis and reporting of CADE 2 performance data. Based on the success of the beta, the PBMS concept can then be adopted for other IRS programs. This RFP is to obtain support services for the implementation of the PBMS with respect to policy, processes, technology, and roles using Cobra 5 and wInsight 6.4 (including wInsight Administrator, wInsight Professional, and wInsight Dashboard), and to provide on-site analysis and integration support to enhance the interoperability, reporting and management capabilities of the PBMS beta developed and available for use with the Customer Account Data Engine (CADE) 2 program in both standalone and networked environments. Monthly costs, schedule and performance status will be stored and accessed within the PBMS performance data repository where information can be analyzed and performance reports can be generated. Integrated Contractor and Government cost, schedule and performance information will be made visible to management and users at the appropriate levels in a “dashboard” format that is Web-based and compatible with Microsoft Sharepoint 2003 or 2007. This system will also support OMB Exhibit 300 and IT Dashboard reporting. The following RFP tasks include: TASK 1: Implementation Support; TASK 2: Knowledge Transfer; and TASK 3: Reporting. The North American Industry Classification System (NAICS) code for this acquisition is 541611. The Contract Line Item Number(s) are as follows: (Base and Option Period 1) CLIN 0001, to include SLIN 0001AA – labor for Task 1, SLIN 0001AB – labor for Task 2, and SLIN 0001AC – labor for Task 3; CLIN 0002 is for Work Requests. Period of Performance shall be (Base Period) August 16, 2010- August 15, 2011. Proposals will be evaluated using the following factors: Technical Capability, Management Approach, Past Performance, Key Personnel and Price. Technical factors are more significant than Price.
