Description
This is a Sources Sought Notice. There is no solicitation available at this time. This Sources Sought is published for Market Research purposes only. Fort Carson Directorate of Contracting (DOC) is seeking to identify the interest of 8(a), HUB Zone, or Service-Disabled Veteran-Owned small business and small business concerns for a Firm Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contemplated procurement will require the contractor to facilitate (i.e. prepare, conduct, oversee) parenting and child safety education programs for parents and children/youth on the Fort Carson Army Installation, CO. Responses to this sources sought notice are due no later than 4:00 pm MST, 29 June 2010. Contractor shall provide up to 4100 hours for the contract year (including evenings, mornings as early 0615, and weekends) in delivering the listed services. Contractor shall utilize materials provided and approved by the ACS Family Advocacy Program: e.g. Nurturing 0-5 Program, Nurturing 5-12 Program, Baby Nurturing, Nurturing PEACE, Infant Massage, Teaching and Leading Young Children, Childrens Domestic Abuse Program, Dare To Be You, Baby Think It Over dolls, Kids on the Block puppets/puppet show scripts, Peace, Harmony, Awareness audio tapes, etc. Contractor shall receive a minimum of 3 days notice before services (i.e. parent education and support and safety education groups, classes, presentations) are required. Services shall not be provided on federally designated holidays or installation-designated training holidays. Contractor qualifications should meet the following qualifications: 1. Masters degree from an accredited college or university majoring in sociology, psychology, counseling, education, human services, or other human resource field. 2. Five (5) years of experience teaching or working with families in a social service setting, with an emphasis on parent-child interaction and working with children. 3. Five (5) years of experience providing educational/social services to clients in a military community or setting. 4. A demonstrated knowledge of/experience with spouse and child abuse prevention, deployment issues, and group dynamics. 5. Have education/credentials to facilitate/teach Nurturing Parenting Programs and Infant Massage (i.e. trained by Family Development Resources as a Nurturing Program Trainer/Consultant; trained as a CIMI, Certified Infant Massage Instructor, through the International Association of Infant Massage or trained as a CEIM, Certified Educator of Infant Massage, through Infant Massage USA, Chapter to the International Association of Infant Massage). Individual task orders may range from $7,000.00 - $450,000.00. The anticipated type of contract is Firm Fixed Price, Indefinite Delivery Indefinite Quantity. The estimated maximum value of this IDIQ contract is $450,000.00 with a Period of Performance of 1 year and four 1 year option periods. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. All offerors are advised that this project may be revised or canceled at any time during the sources sought, synopsis, solicitation, selection, evaluation, negotiation, and final award. Work to be performed under the ID/IQ will be within the North American Industry Classification System (NAICS) Code 624110 with a small business size standard of $7,000,000.00. The Government intends to evaluate offers and select the awardee utilizing the best value source selection procedures described in the Federal Acquisition Regulation (FAR Part 15.3). A single award is anticipated using lowest price technically accepted method. In responding to this sources sought, please indicate the following at a minimum: (1) your interest as a prime contractor, teaming partner, joint venture and how much of the work will be performed by your own workforce (i.e. 15, 25, 50%), and indicate (2) all of the socio-economic categories applicable to your business, (i.e. 8(a), Service-Disabled Veteran-Owned, and/or HUBZone certified, large, or small). (3) average annual revenue for past 3 years and number of employees. (4)Brief description of your firms past experience in the Parenting and Child Safety Education, and (5) company information (name, point of contact phone number/email). Submit this information to the Contract Specialist listed below via e-mail. No phone calls expressing interest will be accepted. It is not enough to merely register as an interested vendor on this website for this procurement. You must contact the Contract Specialist to express your interest. Release of a combined synopsis/solicitation of the requirement is anticipated in July 2010. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation will be made available on the Federal Business Opportunities (FBO) web site at http://www.fbo.gov and/or the Army Single Face to Industry at http://acquisition.army.mil at that time. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Interested offerors MUST monitor and or register at http://www.fbo.gov and http://acquisition.army.mil in order to receive notification and/or changes to the solicitation. A formal bidders mailing list will not be kept, however, companies may indicate their interest for all to see in this solicitation by registering under the Interested Vendors List on the FBO website. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs. All contractors MUST be registered in the Central Contractor Registration database prior to award. Interested offerors can obtain further information on the CCR website at http://www.ccr.gov. The solicitation will also contain a requirement that the potential offeror will have completed their Offeror Representation and Certifications.
