- The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service/Northeast Fisheries Science Center is issuing notice of intent to solicit and negotiate a sole source procurement with the Woods Hole Oceanographic Institution (WHOI), 221 Oyster Pond Road, Bell House MS#39, Woods Hole, MA 02543-1041 for the following requirement: This requirement is intended to provide all personnel, equipment, materials, supervision, services and telecommunications connectivity necessary to provide for the access to, operations, and maintenance support of identified internet communications activities for the NE Fisheries Science Center, Woods Hole Laboratory (NEFSC), 166 Water Street, Woods Hole, MA. All work to be in accordance with the Statement of Work included in the solicitation. The period of performance is August 1, 2010 through July 31, 2011. Deliverables to be delivered to: NEFSC. The WHOI is the sole provider for affordable and reliable T3 level Internet access in the Woods Hole, MA area. WHOI is also the sole provider for 1000 static IP addresses to a single institution. This internet services is used to support the scientific research, electronic mail, administrative support and network connectivity for over 175 staff at the NEFSC. Woods Hole is remotely located from the nearest Internet Point of Presence (POP) and WHOI is the only know institution in the area with the resources to bring the high speed Internet capabilities to NEFSC. This infrastructure and connectivity is critical to the Certification and Accreditation of the Woods Hole LAN. WHOI is a non-profit research institution. The statutory authority is 41 US 253(c)(3), Industrial mobilization; or engineering, developmental, or research capability; or expert services. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-3(a)(ii). The applicable NAICS code is 541712. The small business size standard is 500 employees. All applicable awards shall be in compliance with CAR Clause 1352.239-72 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC information Technology Systems (APR 2010) will apply. This notice of intent is not a request for competitive proposals, however, all proposals received by July 9, 2010, 10:00 A.M. EST shall be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the requirement. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract.
