Description
RESPONSE TO QUESTIONS Questions Associated with Solicitations RMH00100066, RMH00100067 & RMH00100068 Overview: Edits have been made to the Statement of Work to clarify the work needed associated with these solicitations. Question #1: "Should we assume that the re-inspection will utilize pre-existing information for the site and that no INTERIOR sampling is part of the scope?" RESPONSE: No, interior sampling shall be required as necessary to complete the AHERA Management Plan and the 3-Year Re-inspection. Refer to changes made in Paragraph 1.2.1. Question #2: "If INTERIOR sampling is anticipated, can the BIA provide an assumed quantity of samples for pricing the project or would sample collection and analysis be completed as a change order to the contract? RESPONSE: No, the Contractor shall be responsible to determine the number of samples to be collected and analyzed in order to assess building components for asbestos containing materials and to complete the requirements of the work. Refer to changes made in Paragraphs 1.2.1 and 1.2.2. Question #3: "Should we assume that the BIA desires an EXTERIOR asbestos assessment of building components only (the language noted the inspection "to include" and that other materials (interior, buried) are not envisioned for this item? RESPONSE: Yes, the Contractor shall be required to sample exterior and interior building components sufficient to identify asbestos containing materials. Buried materials are not applicable to this work. Refer to changes in Paragraphs 1.2.1 and 1.2.2. Question #4: Does the BIA desire that roofing systems by sampled or should we note the nature of roofing materials and assume them, for example, Category I non-friable?" RESPONSE: Yes, Roofing systems shall be included for sampling. Refer to changes in Paragraph 1.2.2. Question #5: "Note: roofing system sampling can affect any warranty on the roof and can breach the roofing envelope. Does the BIA have a specific desire for repairs that should be included in project pricing if roof sampling is envisioned (caulking and filling by contractor, repair by roofing contractor). RESPONSE: Yes, repairs shall be included in the bid for roofing and for other areas damaged by the sampling. Roof repairs shall be conducted by a qualified roofing contractor. Refer to changes in Paragraph 1.2.2. Question #6: "Section 2.0 - NOTE (after 2.6) Indicates that some plans have not been developed. Is there indication of the number of schools out of the 8 locations how many may not have been inspected in the past? RESPONSE: No, the Contractor shall base their bid to include: (1) No prior documentation exists; and (2) all sampling and analysis work, field reviews and report writing necessary to assess interior and exterior building components sufficient to determine asbestos containing materials and to develop the AHERA Management Plan and the 3-Year Re-inspection. See changes made to Section 1.1, Paragraphs 1.2.1 and 1.2.2, and Section 4.0(1). Question #7: "One contractor has inquired as to whether State Inspector Certification is required for the locations under our requirement." RESPONSE: EPA certification is required. State certification is not required. The Contractor shall comply with applicable federal, state, tribal, and local laws and regulations, as they would apply. Question #8: Is there existing Management Plans now ? What year were they done ? RESPONSE: See "Statement of Work Revised 06-23-2010", Section 1.2 Question #9 If not, we will need to do a full inspection. At that point, do we Assume all materials as ACM or would you want samples / testing? Response: See "Statement of Work Revised 06-23-2010", Seciton 1.3.1.1. Per industry standard, the only materials that should be assumed as non ACM is glass, wood, and metal. All other components of all other homogeneous areas, should be suspected ACM, and therefore sampled. Question # 10 Is there a campus map for these sites ? How many buildings, etc. ? RESPONSE: The number of buildings, number of rooms, are provided in Attachments to the solicitation. Facility plot plans are available and will be distributed after award, as requested. (See Note, Section 2.6) of the revised solicitation.
