- This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services in support of military projects located in Shindand, Afghanistan. The solicitation consists of: (1)Fuel Operations & Storage: The purpose of this project is to design and construct earthen berms for four 200k gallon expeditionary fuel bladders and a concrete pad suitable for parking and operating fourteen R-11 refueling vehicles. Project will include all site work, utilities/infrastructure (including a fill stand and off-load point concrete pads), lighting, security fence and other work required to make the project complete and usable. (2) Munitions Storage Area: The purpose of this project is to design and construct the site work, earthwork, drainage improvements, paved roadways, pre-engineered metal facilities, 24 paved munitions storage pads, lightning protection, site lighting and security fencing. Work will also include all civil, mechanical and electrical communications infrastructure and other utilities required to make the project complete and usable. The performance period for each project is 270 days from Notice to Proceed (NTP). The magnitude of this construction project is between $25,000,000 and $100,000,000. All work is within the secure perimeter of the Shindand Air Field in Afghanistan. Funds are not currently available for this acquisition. No contract award will be made until appropriated funds are made available. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers or vendors. The solicitation will not be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based on Lowest Price Technical Acceptable (LPTA). The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The Government may include options in the solicitation. The acquisition will result in a single firm fixed price construction contract awarded based on a best value determination. Acquisition Time Line: The RFP will be issued on or about July 10, 2010. Date for a Pre-Proposal Conference and Site Visit will be stated in the RFP. An organized site visit will be conducted. Information on the date and time of the site visit will be conveyed in the RFP. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. Access requirements to the site will be stated in the RFP.
