Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation W9115U-10-T-0010 is issued hereto as a Request for Quotation (RFQ). The NAICS code applicable to this acquisition is 722310, with a small business size standard of $6.5 million. This solicitation document incorporates the provisions and clauses that are in effect through FAC 2005-41. It is the Governments intent to solicit this requirement as Full and Open Competition. This solicitation serves as a Request for Quotations for meals in the Dugway, Utah area. This RFQ is to provide hot breakfast, lunch, dinner and brunch meals to 52 personnel beginning July 12, 2010 and ending August 7, 2010 as outlined in the schedule below. The following is a list of contract line item number(s) and items, quantities and units of measure, (including options(s), if applicable): CLIN0001, 676 -Breakfast Meals. The offeror shall provide 52 hot breakfast meals daily at the location, dates and times outlined below. 20 July 2010 through 22 July 2010, Breakfast 0600, Ditto Dining Area Dugway Proving, UT. 26 July 2010 through 30 July 2010, Breakfast 0600, Ditto Dining Area Dugway Proving, UT. 2 August 2010 through 6 August 2010, Breakfast 0600, Ditto Dining Area Dugway Proving, UT. Containers will be retrieved when the next meal is delivered. CLIN0002, 1,040- Lunch Meals. The offeror shall provide 52 hot lunch meals daily at the location, dates and times outlined below. 12 July 2010 through 16 July 2010, 19 July 2010 & on 23 July 2010, Lunch 1130 to 1300, Community Club Dugway Proving, UT. 20 July 2010 through 22 July 2010, Lunch 1200, Ditto Dining Area Dugway Proving, UT. 26 July 2010 through 30 July 2010, Lunch 1200, Ditto Dining Area Dugway Proving, UT. 2 August 2010 through 6 August 2010, Lunch 1200, Ditto Dining Area Dugway Proving, UT. Containers will be retrieved when the next meal is delivered. CLIN0003, 1,040 Dinner Meals. The offeror shall provide 52 hot dinner meals daily at the location, dates and times outlined below. 12 July 2010 through 16 July2010, 19 July 2010 & on 23 July 2010, Dinner 1630 to 1800, Community Club Dugway Proving, UT. 20 July 2010 through 22 July 2010, Dinner 1700, Ditto Dining Area Dugway Proving, UT. 26 July 2010 through 30 July 2010, Dinner 1700, Ditto Dining Area Dugway Proving, UT. 2 August 2010 through 6 August 2010, Dinner 1700, Ditto Dining Area Dugway Proving, UT. Containers will be retrieved when the next meal is delivered. CLIN0004, 208 Brunch Meals. The offeror shall provide 52 hot brunch meals daily at the location, date and times outlined below. 17 July 2010, 24 July 2010, 31 July 2010 & 7 August 2010, Brunch 1000 to 1400, Community Club Dugway Proving, UT. Containers will be retrieved when the next meal is delivered. CLIN0005, Delivery. The offeror shall deliver meals twice daily to the locations, on the dates and times outlined above. The offeror shall have access to Dugway Proving Ground Military Complex at the time of award. The offeror shall have delivery capability to the Dugway Ditto Dining Area utilizing secondary roads. The offeror shall possess equipment capable of keeping hot foods above 140*F and cold foods below 40*F while in transport and upon delivery to Dugway Proving Ground. Lunch/ dinner meals shall at a minimum consist of one (1) meat hot entre (examples include pork, chicken or beef), one (1) hot starch (examples include grains, potatoes or noodles), one (1) hot vegetable (examples include peas, beans, cabbage), one (1) dessert and assorted cold beverages (examples include juice, punch, cool-aid). Deliver hot foods in insulated food carrying containers with a minimal internal temperature of 140* F or above. Deliver cold beverages in insulated beverage containers at a minimal internal temperature of 40*F or below. Food/ beverages shall be transported in and served from containers capable of maintaining the before mentioned Internal temperatures upon arrival at feeding location. Offer shall include disposable plates, cups, flatware, condiments for each meal and adequate serving utensils. Award will be made on the basis of lowest price technically acceptable. The following clauses & provisions are incorporated and will remain in full effect in any resultant award. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Commercial Items, applies to this acquisition and is incorporated in full text with the following clauses in paragraph (b) and (c) checked as applicable: 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.232-33; 52.222-36; 52-233-4, DFARS provision 225.401-70; clause 252.225-7036 Buy American Act-Free Trade Agreement- Balance of Payment Program. Offeror must be CCR Registered in accordance with DFARS 252.204-7004 to receive an award, which can be accessed at website address: http//www.bpn.gov/ccr/scripts/index.html. Failure to comply with the above instructions and terms will result in the quote being determined as non-responsive.
