- Statement of Work The Drug Enforcement Administration (DEA) Office of Training has a requirement for chiller replacement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation and is being issued as a Request for Quotes (RFQ). The Government anticipates award of a single firm fixed-price purchase order under the test program described in FAR Part 13.5. The contractor shall provide services in accordance with the attached Statement of Work. The contractor shall be a factory authorized installer for the proposed equipment to be installed. The contractor shall visit the job site and verify the specifications. All prospective offerors shall inspect the site where the services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the price of contract performance to the extent that the informaton is reasonably obtainable. A site survey is scheduled for 9:30a.m. Tuesday, July 20, 2010. All prospective offerors shall report to the following location on the date of the site visit: Drug Enforcement Administration Training Academy, 2500 Investigation Parkway, Quantico, VA 22135. Offerors must contact Claire Whitley at claire.r.whitley@usdoj.gov to register for the site visit no later than COB July 12, 2010. Due to the level of security, the following information must be provided upon registration: a complete list of all persons attending the site visit, including the Full Name, Date of Birth, Social Security Number, Gender, Race, Driver's License Number and State of Issue, and Home address. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-1 (June 2008) Instruction to OFferors-Commercial Items; 52.212-2 (Jan 1999) Evaluation-Commercial Items- evaluation will be based on 1) Technical capability, and 2) Past performance: The offeror shall demonstrate relevant past performance experience; 52.212-3 (Aug 2009) Offeror Representations and Certifications-Commercial Items; 52.212-4 (Mar 2009) Contract Terms and Conditions-Commercial Items; 52.212-5 (Apr 2010) Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The additional clauses cited within this clause are applicable: 52.222-50, 52.233-3, 52.233-4, 52.203-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-31, 52.232-33. This requirement is subject to the Service Contract Act of 1965. Wage determination No. 2005-2103, Revision No. 9 dated 6/9/2010 is applicable to this requirement and will be incorporated into the order. All questions shall be submitted by 12:00noon July 26, 2010 to claire.r.whitley@usdoj.gov. Questions and Answers will be posted as an amendment to the solicitation. All sources shall submit a quotation which will be evaluated. Offerors may submit their proposal in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: complete mailing address, Taxpayer Identification Number (TIN), and DUNS Number. Responses must be submitted electronically to claire.r.whitley@usdoj.gov. All respondents will be considered by this agency. The Government intends to make a single award to the responsive, responsible offeror whose offer, conforming to this synopsis/solicitation, will be the best value to the Government. Closing date for receipt of quotes is August 5, 2010 12:00noon EST.
