- Important questions asked at the site visit This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4855-10-Q-0029 and is a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-41, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20100661, and Air Force Acquisition Circular (AFAC) 2010-0402. This is a 100% small business set aside. The North American Industry Classification System (NAICS) is 115112 Soil Preparation, Planting, and Cultivating. Small Business Size Standard is $7 Million. The Offeror must quote on an all or none basis. Award will be based on Best Value to the Government. Written quotes are required (oral offers will not be accepted). Only one contract will be awarded. Line items: 0001-Management of Invasive Species, Mesquite Grubbing at Melrose Air Force Range (Please see attached Statement of Work.) It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. The following Provisions and Clauses apply to this solicitation and are incorporated by full text: FAR 52.212-1 Instructions to Offerors - Commercial Items The following addendum is provided to this provision: Paragraph (b), entitled "Submission of Offers", Offers may be submitted via facsimile, e-mail or mail. Paragraph (b)(10); Past performance information, the Contractor shall provide with their RFQ contracts for the same or similar services to include contract number, point of contact with telephone number, total cost, type of service and other relevant information. Paragraph (c); entitled "Period of Acceptance for Offers", the offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. Paragraph (f)(1); entitled :Late submissions, modifications, revisions, and withdrawals of offers:, Late Offers: Request for Quotations or modifications of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered FAR 52.212-2 Evaluation - Commercial Item Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a Firm Fixed Price contract resulting from this Combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance is equal to price. FAR 52.212-3 Offeror Representations and Certifications - Commercial items.
