Description
The Launch Test Squadron (LTS), at Kirtland AFB, N.M. is conducting market research as they contemplate issuance of sole source contract for the ORS Integrated Payload Stack (IPS) mission using a Falcon 1e launch vehicle. The purpose of the mission is to integrate and launch the ORS Integrated Payload Stack (IPS) using the Falcon 1e launch vehicle. The services will include liquid-fueled SLV rapid airlift transport, rapid satellite integration, rapid liquid-fueled launch operations (cryogenic propellant fueling), expedited satellite processing operations, and mission control from a centralized control facility. An individual J&A authorizing the sole source award in accordance with FAR 6.302-1(a)(2)(ii) will be posted to FBO after approval of the J&A. Only SpaceX can satisfy agency requirements without substantial duplication of cost and unacceptable delays in fulfilling agency requirements. Anticipated contract award is 4Q FY10 and the estimated value of the award is $8.8M. Applicable NAICS for this acquisition is 336414. Any responsible persons or companies, including small and small disadvantaged businesses, interested in providing subcontracting opportunities are to respond to the requirements and submit their capability statement, proposal, or quotation to SpaceX at 1 Rocket Road, Hawthorne, CA 90250, (310) 363-6000, sales at spacex.com. This synopsis is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government. The Government will not reimburse respondents for the cost of submitting information in response to this notice. An ombudsman has been appointed to address concerns from interested vendors. The ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the ombudsman shall maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the ombudsman SMC/PK Mr. James H.
