- SOLE SOURCE J-A PERFORMANCE WORK STATEMENT. This is a notice of intent to issue a contract to Omnitec Solutions, Inc., 6701 Democracy Blvd, Suite 300, Bethesda, MD 20817-1828, on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). The proposed procurement is for professional services to develop, enhance and configure DMA Public Web’s Content Management System (CMS). See attached PWS and Sole Source J-A. This announcement constitutes the only notice, a written solicitation will not be issued. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date specified in this notice. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
