Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Medical Center San Diego (NMCSD), intends to award a firm fixed price purchase order on a sole source basis to: Haemonetics Corporation, Braintree, MA 02184. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Haemonetics distributes the TEG 5000 (thromboelastograph 5000), which is a computerized thrombelastograph hemostasis analyzer that is the gold standard in hemostasis testing. It measures the sheer elasticity of clotting blood. It is the only analyzer on the market that provides non-static measurements of whole blood. This equipment was previously sold through Mercury Medical, but the company has transferred distribution of the product to Haemonetics. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): It is necessary to have the TEG 5000 model, which is distributed through Heamonetics, as it is the only hemostasis analyzer that does not provide only an isolated measurement of blood at a single point in time, but a variety of measurements over a period of time. These measurements are a requirement of the research study for which they will be used. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: An internet search of other hemostasis analyzers identified equipment that only measured blood statically, in a single point of time, and did not give the variety of measurements that the TEG 5000 produced.
