Description
This is a Sources Sought Synopsis for acquisition planning purposes; no formal solicitation for this work exists. All qualified and interested parties may submit capability statements for consideration. NAVFAC will consider the statements in planning the acquisition and determining the availability of sources. The NAVFAC Expeditionary Programs Office (NEPO) has a requirement for program management, engineering, and logistics support. NEPO manages the systems and logistics for Navy Expeditionary Forces. It consists of two sub-offices: the Expeditionary Readiness and Logistics Program (ERL) and the Sealift Support Program Office (SSPO). ERL provides table of allowance (TOA) management, life cycle management, and commodities integration for a variety of commands and equipment. This includes budget and schedule management for the corresponding commands and equipment. NEPO's objective is to meet the Navy Mission Essential Task Lists (NMETS) and Required Operational Capability and Projected Operational Environment (ROC/POE). SSPO manages the Logistics-Over-the-Shore capability: the capability to provide materiel from ship to shore over unimproved shorelines, and damaged and shallow ports. The systems supported include marine craft, loading equipment, and table of allowances, located at both homeports and deployed vessels. Program management support consists of making technical recommendations based on acquisition policies, such as DOD 5000 series documents, and providing administrative, training, and limited information systems support. Engineering and logistics support consists of making technical recommendations based on prevailing standards and regulations. These recommendations will predominately relate to the design, building, and repair, as well as, the operation and maintenance, of boats and expeditionary equipment. The anticipated key labor categories are: 1. Program ManagerPersonnel with expertise in the expeditionary operational environment, the acquisition of major defense systems and logistics issues for defense systems. Acquisition program management includes the coordination of government disciplines, such as financial, contracts, and technical, to achieve the research and development, production, maintenance, and disposal of systems. Program management of logistics issues is the coordination of integrated logistics support. 2. EngineerPersonnel with expertise in the design, building, repair, and maintenance of marine, expeditionary, and sealift systems. This includes expertise in analyzing the feasibility of engineering approaches, reconciling system configuration with user requirements, developing drawing/alteration packages, and planning and reviewing test procedures and results.3. LogisticianPersonnel with expertise in integrated logistics support (ILS) and inventory management. This includes ILS planning, configuration management, supply support, provisioning, planned maintenance system management, reliability centered maintenance, and technical manual support. Capability statements should not exceed five pages and should include: 1. business name, address, and point of contact;2. business size and type (8(a) HubZone, Service Disabled Veteran, Small Business or Large Business); 3. descriptions of related experience; and 4. answers to the survey questions below.When detailing related experience, please describe how the experience is relevant to this acquisition. When answering the questions below, please provide contract numbers and contact information for any U.S. Government contract experience.Survey Questions:1. For work of this nature, which of the Federal Acquisition Regulations Part 16 contract types have you participated in? Please specify between firm-fixed-price, cost reimbursable, incentive, indefinite-quantity, time and material (or labor hour), and agreements.2.
