- Synopsis of proposed Detentions Services within a 30 mile radius of Interstate 35 south of San Antonio to Laredo, TX for the Department of Immigration and Customs Enforcement (ICE). The U.S. Department of Homeland Security (DHS), ICE, Detention and Removal Operations (DRO), Office of Acquisition (OAQ) intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for services to operate and maintain a Contractor-Owned/Contractor-Operated detention facility for ICE detainees in the San Antonio Field Office Area of Responsibility (AOR). The detention facility shall be located within appropriate proximity and access to emergency services (medical, fire protection, law enforcement, etc.). The forthcoming solicitation will be for a Contractor to provide and operate a detention facility which will be used to house detainees taken into custody pending removal proceedings on release on bond or personal recognizance. This detention facility shall be capable of housing a minimum of 1,800 male or female detainees. Male and female population will be based on ICE operational needs or requirements, including but not limited to food, housing, medical and dental care, clothing, and reasonable recreation facilities for the detainees. The Contractor shall furnish all personnel, management, equipment, supplies, and services necessary for performance of all aspects of the contract requirements. Overall, the Contractor shall ensure that the facility operations in a manner consistent with the mission of DHS. The solicitation will be posted on or before July 9, 2010. The Period of Performance (POP) will be December 26, 2010 - December 25, 2015 with a 60 day mobilization period. The contract vehicle will contain a base and four one year options.
