Description
NASA/GSFC has a requirement for a quantity of five (5) OTT Pluvio(squared)-400, 750mm, SDI-12, RS-485, Impulse all-weather weighing rain/snow gauges.NASA/GSFC intends to purchase the items from Hach Hydromet, Pursuant to FAR 13.106, forthe acquisition of supplies or services determined to be reasonably available from onlyone source. The Pluvio gauge is only available in the U.S. from OTT U.S. distributor, Hach Hydromet. The required Pluvio all-weather precipitation gauge represents the only WorldMeteorological Organization (WMO) tested and avaiable non vibrating wire load-cell-basedtechnology sensor available with a 400 cm(squared) sample area (no ring heater required)that provides a real-time dynamic correction of measurements for environmental parametersassociated with ambient temperature gradients and wind-induced error. In head-to-headcomparisons (WMO report on Instruments and Observing Methods, NO.99, 2009) to numerousother commercially-available precipitation gauges the Pluvio(squarded) provided the mostaccurate measuement in both laboratory and field conditions, and met WMO and GPM GroundValidation requirements for accuracy and precision in precipitation measurements.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 6, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
