- The Uniformed Services University of the Health Sciences (USUHS), located on the National Naval Medical Center (NNMC) in Bethesda, MD, intends to negotiate a contract on a sole source basis with Data Sciences International for 120 iPrecio Micro Infusion Pumps. The awarded contract will be a one-time purchase. This order is being procured in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The sole source determination is based on Data Sciences International being the sole provider within the United States authorized to sell and distribute the iPrecio pump and its supporting communication components. The iPrecio is a fully implantable, programmable, and refillable infusion pump technology for continuous or intermittent drug delivery. Pumps are programmable allowing the experimenter to use flexible protocols for drug delivery including start and end time, variable delivery rates, etc. iPrecio Primetech is the only pump that allows drug delivery for over 6 months and can be refilled while still implanted in the animal. This is a critical feature of the pump as it allows for the swapping out of saline for drug to very prescisely set the onset of drug delivery. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above-mentioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government. Responses must be received via email ( melissa.marcellus.ctr@usuhs.mil ) by noon (12:00pm) on 30 June 2010.
