- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Division of Applied Research and Technology, Cincinnati, OH, hereby announces its intent to issue a purchase order to Larson-Davis, a Division of PCB Piezotronics for the Development of an Impulsive Noise Measurement System. This project is supported by justification for other than full and open competition under authority of 41 U.S.C.253(c)(1). NIOSH has had a Cooperative Research and Development Agreement ( CRADA ) with Larson-Davis (PCB Piezotronics) to work with NIOSH on development of an impulsive sound measurement system since 2005. The purpose of this purchase order is to improve and optimize the current impulsive noise measurement system (NIMS) by enhancing it to work in real-time mode and automatically identify impulsive noise events from background continuous signals while also recording the signals for post-hoc analysis. As part of the system optimization, NIOSH will procure four measurement systems based on Larson-Davis/PCB technology. The systems will be packaged as one integral unit to include the appropriate microphone for high-level impulsive noise measurements, the associated pre-amplifiers and power/conditioning supplies, and a version of the NIMS-based impulsive noise measurement program. The systems will be evaluated and tested for performance and accuracy at the NIOSH NIMS Lab using the NIOSH Shock Tube. Larson-Davis and NIOSH will collaborate to design a comprehensive and effective test procedure. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Denise Rains, Purchasing Agent, and Reference: 00HCCMBE-2009-70503, Center for Disease Control and Prevention, Acquisition and Assistance Field Branch (Spokane), 315 East Montgomery Avenue, Spokane, WA or email dgr8@cdc.gov. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with PCB Piezotronics (Larson-Davis), 3425 Walden Avenue, Depew, NY 14043 as the only source and a purchase order will be issued without any additional notices being posted.
