Q6: Wrt page 3 of 86 and for staffing purposes, were the below additional maintenance tasks performed on all/most of USAF H60 aircraft inducted in JDLM to date and/or anticipated to be incorporated on all/most of aircraft inducted during the contract period? 308 Frame Replacements, 600-Hour Phase Maintenance, 48 Month Refurbishments TCTO 822 Structural Upgrade, TCTO 898 Cabin Upgrade, TCTO 1H-60-952 RWR/Avionics Fan Modification, TCTO 1H-60-935 Caution/Advisory Panel Master Warning Panels and Windshield Wiper System, TCTO 923 Installation of Improved Durability Gearbox with Rotor Brake, TCTO 1H-60-(H)G-2-6 Repair H-Bar and FRIES Bar, TCTO 1H-60-(H)G-2-6 Repair Rescue Hoist, TCTO 1H-60-(H)G-2-4 Repair Auxiliary Fuel Tanks and Harnesses. A6: The maintenance tasks listed are not performed on every aircraft. This work is defined upon acceptance of each individual airframe. The basic JDLM work package is CLIN 0001 and 0002 although any of the other CLIN can be added as needed by the airframe to complete JDLM. While not guaranteed to be ordered with each JDLM, from start of FY09-present the following quantities have been ordered: 308 Frame Replacements (4), 600-Hour Phase Maintenance (7), 48 Month Refurbishments (6), TCTO 822 Structural Upgrade (0), TCTO 898 Cabin Upgrade (1), TCTO 1H-60-952 RWR/Avionics Fan Modification (3), TCTO 1H-60-935 Caution/Advisory Panel Master Warning Panels and Windshield Wiper System (1), TCTO 923 Installation of Improved Durability Gearbox with Rotor Brake (2), TCTO 1H-60-(H)G-2-6 Repair H-Bar and FRIES Bar (0), TCTO 1H-60-(H)G-2-6 Repair Rescue Hoist (2), TCTO 1H-60-(H)G-2-4 Repair Auxiliary Fuel Tanks and Harnesses (0). Q7: Wrt page 11 of 86 sub-paragraph (12) TCTO 1H-60-(H)G-2-6 Repair H-Bar and FRIES Bar, "All damage, corrosion and broken welds on the H-Bar and FRIES Bar shall be repaired." Is the Contractor responsible to have a certified welder available to weld these bars? If not, who performs welding tasks for the JDLM team? A7: Welding will be performed by ALC and is not required by the Contractor. Q8: Wrt page 13 of 86, paragraph C.4 REGULAR WORKING HOURS, are contractor personnel expected to work an eight (8) hour shift (with and unpaid lunch break and a morning and afternoon break) or an 11.5 hr shift with the same aforementioned breaks? If it is the latter, how is overtime addressed? A8: The facility is available for JDLM work 5 days per week, Monday-Friday, from 0700-1530. There may be up to 6 occasions annually, averaging 4 hours each, during which the Contractor will be required to accommodate the USAF testing schedule for ground and flight turns. At the Contractor's discretion, the Contractor may use a split shift to accommodate this work or may use overtime for its personnel. Any provision for costs shall be included in the firm fixed price line items. Regardless, all work shall be accomplished in 120 calendar days plus any additional time allowed based on the various line items ordered. Q9: Wrt page 17 of 86, paragraph C.8.c, "This includes but is not limited to hard hats, safety shoes, prescription safety glasses, plastic safety glasses, coveralls both insulated and non-insulated, cold weather gear, and air respirators." Specifically, what type air respirator is required? Does the Contractor have to provide an air supplied respirator for use while working in or near fuel tanks or are just organic respirators used? A9: The Contractor shall be responsible for knowing and complying with all safety regulations for the required work. Organic respirators are being used at this time. Q10: Wrt page 28 of 86, paragraph F.4 REPORTS/DELIVERABLES matrix, c.11 ADDRESSES "Security Clearances"; however, paragraph C.11 makes no mention of required security clearance. Are security clearances required? If so, please address this process. A10: There are no security clearances currently needed to accomplish these tasks. However, that could change at any time based on Air Force requirements. Q11: Wrt page 28 of 86, paragraph F.4 REPORTS/DELIVERABLES matrix, what information is required for "Weekly Status Report"? A11: Current project status of each aircraft in-house. This includes but not limited to calendar status (based on schedule), parts availability, progress reports and other critical information needed by the Coast Guard to adequately manage the project. Also, see paragraph F.5 of the updated solicitation. Q12: Are any specific maintenance related certifications/licenses required for JDLM contract personnel by ALC (i.e. tow tractor license, crane operator, etc)? If so, how are these personnel qualified/certified/licensed? Please provide details. A12: Current certifications/licenses required include confined space entry, forklift operator and crane licenses. Q13: Section L INSTRUCTIONS, CONDITIONS AND NOTICES, L.5, Volume (1) addresses requirement for key personnel resumes though no key personnel are addressed in the solicitation. Are there any key personnel or resumes required? A13: No. However, the requirements of paragraph C.5 shall be adhered to. Q14: What automated program is currently in use by ALC to manage the JDLM warehouse inventory? A14: An ACCESS data-base is now currently deployed. Q15: What is the storage disposition for the engines and APU when they are removed from the JDLM aircraft? Are the engines kept in a built-up (QEC) configuration and if so where are they stored? A15: Based on the condition of the engines and APU, they may either be sent to an ALC back shop for repair/overhaul or simply held on the hangar deck awaiting reinstallation. Q16: Are all components removed from the JDLM aircraft documented in ALMIS or is some other ALC maintenance tracking program used? A16: All components that require routing through the backshops will be done using the ALMIS routing tag process. Q17: Is the JDLM contractor responsible to troubleshoot/repair any discrepancies identified on the post DLM ground turn or is this handled as Non-Standard O&A? A17: Any work discrepancy work performed during ground turns is considered Standard O&A and is included in the original 120 day schedule. If the total effort of standard O&A exceeds the allotted timeframe, then all work will be performed as Non-Standard O&A and must comply with the requirements set forth on C.2.c.2. Q18: Wrt page 3 of 86, CLIN 0015, what are the differences between these labor categories and those labor categories required for accomplishment of JDLM work? Specifically, there are no labor hours for electricians involved in Non-Standard O&A. How are Non-Standard O&A electrical discrepancies handled without electricians factored in the labor mix? How are Non-Standard O&A electrical discrepancies handled without electricians factored in the labor mix? A18: There is no difference in the labor categories. The SCA Directory of Occupations states in part that a 23020 Aircraft Mechanic "adjusts, repairs, or replaces electrical wiring system and aircraft accessories." Therefore, repair of electrical discrepancies are to be handled by a 23020 Aircraft Mechanic.
